Ministry of Public Security: The number of reported cases of telecommunications fraud in our country has been decreasing year-on-year for eight consecutive months.
From the press conference held by the Ministry of Public Security today, it was learned that since October 2025, the number of telephone fraud cases in China has been continuously decreasing year-on-year for 8 consecutive months. In terms of fraudulent methods, the top 10 types of fraud currently include: brushing orders for rebates, false shopping services, false online investment and financial management, impersonating e-commerce logistics customer service, loan credit, false transactions in online games, online dating scams, impersonating public security, procuratorate, and court officials, impersonating leaders or acquaintances, and ticket refund or change fraud. These 10 types of cases account for 85% of all telephone fraud cases. Among them, the highest number of cases is brushing orders for rebates, accounting for 25% of all telephone fraud cases; false online investment and financial management fraud has the highest losses, accounting for approximately 40% of all losses in telephone fraud cases, with most cases involving losses in the millions or tens of millions of RMB being of this type. Additionally, there are some new characteristics and methods appearing in telecommunications network fraud: first, criminals mainly use online platforms to find targets for their crimes; second, criminals extensively use niche communication software to brainwash victims; third, criminals use specialized fraud apps to remotely conduct theft; and fourth, criminals heavily rely on cash or valuable items such as gold to obtain and transfer fraudulent funds.
