According to the WeChat public account "Shanghai Development and Reform" on June 10, 2026, in order to further improve the efficiency of the utilization of road parking resources in Shanghai and the level of refined management in a super large city, the Municipal Development and Reform Commission, together with the Transportation, Finance, Public Security, and Traffic Management departments, have optimized and improved the current road parking fee policy and formed a preliminary plan. The public is invited to give their opinions, and the public announcement period is from June 10 to June 19, 2026. The biggest change in this policy optimization is the addition of a short-term free parking regulation. Vehicles parked in road parking lots in Shanghai for 15 minutes or less are free, and beyond 15 minutes, charges will be incurred from the start of parking. Each vehicle can enjoy the short-term free parking policy twice per natural day across the city. At the same time, the optimization plan will unify the charging unit for smart road parking lots to 15 minutes, effectively improving the refinement of billing. For road parking lots with manual charging, the billing unit will be 30 minutes.
