The Information Office of the State Council of China held a series of theme press conferences on "Starting the 'Fourteenth Five-Year Plan'," introducing the relevant situation of "Advancing the Comprehensive Rule of Law." At the press conference, Deputy Minister of Justice Wu Zeng introduced the work carried out by the government in recent years in safeguarding high-quality economic and social development and promoting Chinese-style modernization through legislation. During the "Fourteenth Five-Year Plan" period, the State Council submitted 60 legal drafts to the Standing Committee of the National People's Congress for deliberation and formulated and revised administrative regulations 165 times. Legislation has been continuously strengthened in key areas, emerging fields, and foreign-related fields to more precisely serve the advancement of Chinese-style modernization. Efforts have been made to enact and revise the National Development Planning Law, the Foreign Trade Law, enact the Interim Regulations on the Management of Unmanned Aerial Vehicles, and implement the Provisions of the People's Republic of China on Countering Foreign Sanctions, among other administrative regulations. The State Council's legal department has actively fulfilled its functions, taking the lead in drafting important draft laws and administrative regulations such as the Arbitration Law, the Regulations on Commercial Mediation, the Regulations on the Registration and Management of Social Organizations, the Regulations on Administrative Law Enforcement Supervision, and the State Council's Provisions on the Security of Industrial Chain Supply Chain. The "small-scale" and "quick and responsive" legislation model has been actively used to achieve rapid legislative response. Efforts have been made to amend the Food Safety Law, formulate and revise regulations for international cruise ship supply stops, the State Council's provisions on the handling of international intellectual property disputes, and the International Maritime Regulations, among other administrative regulations. Overall plans have been made to revise, reform, and abolish laws, playing a decisive role in the legislation's "combination punches." The largest-ever centralized review and cleanup of more than 600 existing administrative regulations have been conducted. Seven batches of legislative amendments involving 58 laws and regulations have been made, along with the abolition of 28 laws and regulations. Replies have been provided on the specific application of relevant administrative regulations, effectively activating the "abolition" function. In 2026, government legislation will be comprehensively strengthened to provide strong legal guarantees for a good start to the "Fourteenth Five-Year Plan." First, a national unified large market construction regulation will be formulated. Fourth, to further strengthen foreign-related legislation and safeguard high-level opening to the outside world. Amendment of the Customs Law, the Regulations on the Administration of Foreign Labor Cooperation, and other laws and regulations to steadily expand institutional opening up, safeguard China's sovereignty, security, and development interests.
