The 15th Five-Year Plan Outline for the National Economic and Social Development of Zhengzhou City was released, proposing to scientifically layout computing power facilities, cultivate computing power industries, optimize computing power ecosystems, and promote multi-center collaboration and complementarity of general computing power, intelligent computing power, and supercomputing power. The plan also supports the optimization and upgrading of the national supercomputing center in Zhengzhou, aiming to develop it into a hub for computing industries, innovation, and trading. The plan further includes the optimization and enhancement of Zhengzhou's computing power scheduling service platform, the strengthening of the capabilities of domestic hybrid computing power cloud scheduling services, and the interconnection of computing facilities with hub regions such as the Yangtze River Delta, the Greater Bay Area, Chengdu-Chongqing, and Gansu. Additionally, the plan aims to promote the "millisecond computing" action in urban areas, build a quantum communication urban network, and create a model for cross-regional cooperation in "eastern calculation and western data" across the country. The plan also includes initiatives to promote the construction of public platforms and shared resources, establish a public intelligent computing service platform, and encourage the integrated development of "cloud + computing power + applications." Furthermore, it supports the development of cloud computing platforms, increases overall resource utilization efficiency, optimizes resource allocation, and conducts cloud migration and optimization projects. Lastly, the plan aims to promote the green and intensive construction of computing power facilities.
