The Hong Kong "2025 Smoking Control Ordinance" came into effect on April 30th, prohibiting the possession of electronic cigarette cartridges, heat-not-burn tobacco sticks, and other specified alternative smoking products in public places. Conventional tobacco products are not affected. The Tobacco Control Office of the Health Department of the Hong Kong Special Administrative Region government stated on May 2nd that on the first day of the ordinance coming into effect, at least 4 fixed penalty notices were issued. The Director of the Department of Health of the Hong Kong Special Administrative Region government, Dr. Constance Leung, mentioned in an interview earlier that Hong Kong had already banned the import and sale of electronic cigarettes four years ago. This new regulation is a further tightening on the existing ban, and is a "reasonable extension" of Hong Kong's ongoing tobacco control efforts. The government of the special administrative region has stated that they will continue to strengthen enforcement, conducting inspections in different areas of Hong Kong, focusing on areas with high pedestrian traffic, such as Central, Causeway Bay, and Kowloon Bay. They will also carry out community outreach and education to deepen public and tourist understanding of the new regulations.
