Journalists were informed at the "Starting Point of the '15th Five-Year Plan' Special Press Conference for Shaanxi Province" held on the morning of the 20th that, positioning itself within the national development strategy, and based on its resource endowment, during the '15th Five-Year Plan', Shaanxi will focus on expanding its advantages in science, education, culture, energy, and location, concentrating on key areas that are "needed by the country and possible in Shaanxi". The province will enhance original innovation and core technology breakthroughs, strengthen high-quality scientific and technological supply, and strive to achieve a research and development investment intensity of around 3.2% of the total social investment by 2030. Zhao Gang, Deputy Secretary of the Shaanxi Provincial Party Committee and Governor, said that during the '15th Five-Year Plan', Shaanxi will adhere to the construction of the Xi'an Regional Science and Technology Innovation Center as a core strategy, accelerating the deep integration of scientific and industrial innovation, and breaking through the bottlenecks of transformation of outcomes, enterprise incubation, and industrial catalysis. Efforts will be coordinated to strengthen advantageous industries, upgrade traditional industries, develop emerging industries, and cultivate future industries according to local conditions, striving for an average annual growth rate of around 6.5% in the value-added of large-scale industries, and accelerating the construction of a more competitive modern industrial system. Zhao Gang also mentioned that during the '15th Five-Year Plan', Shaanxi will focus on promoting the real economy, steadily increasing the proportion of manufacturing industry, and accelerating the construction of a modern industrial system with advanced manufacturing as the backbone. This will be achieved through technological empowerment to accelerate the high-end, intelligent, and green transformation of industries such as non-ferrous metals, metallurgy, food, textiles, etc., as well as the continuous strengthening of key industries such as new energy vehicles, solar photovoltaics, semiconductors, and integrated circuits. The province will focus on areas of industrial engines, power transmission and distribution equipment, aerospace, and push forward the development of industrial chain clusters, technology research and development, and product iteration upgrades, continuously improving industrial scale and competitiveness. The implementation of industrial innovation projects will promote the optimization and strengthening of industries such as new displays, smart terminals, and biomedicine, aiming for the strategic emerging industrial output value to account for 32% of the total industrial output value by 2030.
