To continue building a first-class legal and business-friendly environment, the Hangzhou Municipal Government Office recently issued the "Implementation Opinions on Actively Promoting Inclusive and Prudent Regulatory Enforcement to Further Optimize the Legal and Business Environment". It proposes that for emerging companies, administrative guidance methods such as education reminders, persuasion and demonstration, warning admonitions, and guidance talks should be prioritized, while administrative penalties and enforcement measures should be used cautiously.
