Revised Implementation Details of the Hong Kong National Security Law to Enhance the Special Administrative Region's Ability to Safeguard National Security.
On the 23rd, the Hong Kong Special Administrative Region Government Information Office announced that the "Implementation Rules of Article 43 of the National Security Law of the People's Republic of China for the Hong Kong Special Administrative Region in 2026" were officially published in the government gazette and came into effect on the same day. The revised rules are based on the experience accumulated in safeguarding national security in the Hong Kong Special Administrative Region. They were formulated by the Chief Executive of the Hong Kong Special Administrative Region in conjunction with the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region, and will help enhance the ability of the Hong Kong Special Administrative Region to continuously safeguard national security. Article 43 of the Hong Kong National Security Law stipulates various measures that law enforcement agencies in the region can take when handling cases of crimes endangering national security, and authorizes the Chief Executive of the Hong Kong Special Administrative Region, in conjunction with the Hong Kong Special Administrative Region National Security Committee, to formulate relevant implementation rules. In accordance with the relevant provisions, the Hong Kong Special Administrative Region has a constitutional responsibility to continuously improve the legal system and enforcement mechanisms for safeguarding national security, in order to effectively prevent, stop, and punish acts and activities endangering national security.
