Deng Bingqiang: Strengthening national security defenses to maintain the prosperity and stability of the country and Hong Kong society.
Today, the "Implementation Rules of Article 43 of the National Security Law of the Hong Kong Special Administrative Region of the People's Republic of China in 2026" have been officially implemented. Hong Kong Special Administrative Region Security Bureau Commissioner Deng Bingqiang stated that this is an important step for the Special Administrative Region to fulfill its constitutional responsibilities and continuously improve the legal system and enforcement mechanisms for safeguarding national security. Deng Bingqiang mentioned that this revision has drawn on the practical experience and enforcement practices of the Special Administrative Region in handling national security crimes over the past years, and referred to relevant court cases to further improve the measures that law enforcement agencies can take in handling national security crime cases, and clarify relevant legal procedures and technical arrangements to comprehensively enhance the Special Administrative Region's ability to safeguard national security. Deng Bingqiang emphasized that this revision fully complies with the provisions of the Basic Law and the National Security Law of Hong Kong regarding respect for and protection of human rights, and will not affect the daily lives and legitimate rights and interests of the general public. He stated that the goal of the government is clear, which is to combat acts that endanger national security and safeguard the safety and well-being of law-abiding citizens. National security risks must not be taken lightly, and it is necessary to keep pace with the times, ensure a solid defense, and maintain the prosperity and stability of the country and Hong Kong society.
