Lin Xin, deputy minister of the Ministry of Science and Technology, stated at a press conference of the State Council Information Office on the 18th that the Ministry of Science and Technology will work together with various departments and local governments to jointly promote the construction of the Beijing International Science and Technology Innovation Center. In terms of strengthening regional cooperation, support will be given to Beijing to play a leading role in the region. With Zhongguancun as the main base, the Jing-Jin and Jing-Xiong corridors as the backbone, and Tianjin Binhai New Area, Hebei Xiong'an New Area, and Shijiazhuang as important support points, a coordinated innovation network of "one platform, two corridors, and three support points" will be built. This will promote the joint planning and layout of innovation chains and industrial chains in the three areas, strengthen policy recognition, resource sharing, platform building, and project research collaboration, facilitate the free flow of innovation elements, complement advantages, and jointly create a world-class source of technological innovation. In terms of central-local cooperation, greater policy support will be provided. Policies and measures will be introduced around the construction of strategic scientific and technological forces, the layout of major scientific and technological facilities and platforms, the deployment of major scientific and technological tasks, and the cultivation of emerging and future industries. Support will be given to the Beijing-Tianjin-Hebei region in producing major original achievements in areas such as artificial intelligence, biomedicine, commercial aerospace, and hydrogen energy, and in cultivating world-class industry clusters. Additionally, the Ministry of Science and Technology will strengthen the responsibility of local governments and encourage them to take the lead in exploration and experimentation. Support will be given to the Beijing-Tianjin-Hebei region in exploring bold initiatives in integrated development of education and technology talents, science and technology finance, and the construction of an open environment; deepening reforms in talent evaluation and scientific research management; and establishing systems and mechanisms that support comprehensive innovation.
