Qinghai capacity compensation of 165 yuan/kWyear does not include new energy storage power stations participating in peak shaving.

The Development and Reform Commission of Qinghai Province issued a notice on establishing a capacity-based electricity price mechanism in Qinghai Province. It explicitly states that the unified capacity compensation standard in Qinghai Province in 2026 shall be 165 yuan per kilowatt. In addition, it specifies that the electricity rates for solar thermal and new energy storage plants in 2026 shall be temporarily calculated at 21.53% and 10.39% respectively. The maximum continuous hours for peak load calculation during system net load peak periods shall be 4 hours, based on the top 0.2% of the net load peak in the past 3 years. New energy storage power stations participating in storage and distribution are not included in the capacity compensation scope, and they must participate equally in the electricity market transactions. Pumped storage power stations, once completed, will be orderly included in the capacity electricity price mechanism in accordance with national policies.
