Chinese representatives have put forward three proposals on the Ukrainian crisis.
Chinese Permanent Representative to the United Nations Fu Cong stated on the 24th during the Security Council's discussion on the Ukraine issue, that the Ukraine crisis has been lingering for four years, and the current situation has reached a critical juncture. The closer we get to a critical moment, the more we need to have firm confidence and increase efforts. Regarding the Ukraine crisis, China has the following views:
First, firmly promote a political solution. History has repeatedly proven that military means cannot bring lasting peace, and any conflict can only be resolved through negotiation. The Ukraine crisis is no exception. Currently, although the positions of the major parties differ, they all acknowledge the general direction of a political solution and hope to achieve a comprehensive, lasting, and binding peace agreement. China calls on the parties involved to seize the positive momentum, demonstrate political will, continuously build consensus, and continue to work towards a political solution to the crisis and achieve lasting peace.
Second, firmly uphold common security. This crisis demonstrates that security is mutual, and the security of one country cannot be built on the insecurity of another, regional security cannot be guaranteed by strengthening or even expanding military alliances. Russia, Ukraine, and European countries are neighbors that cannot be moved, and living together peacefully is the only realistic choice. China calls on relevant parties to abandon Cold War mentality and camp confrontation, practice a concept of common, comprehensive, coordinated, and sustainable security, pay attention to and address each other's legitimate security concerns, and promote the construction of a balanced, effective, and sustainable regional security architecture.
Third, firmly manage spill-over effects. The crisis's continued spill-over is worsening the already struggling global economy. China calls on the international community to jointly strengthen cooperation on issues such as food, energy, finance, trade, and the protection of critical infrastructure, to maintain the stability and smooth operation of the global supply chain. China opposes the politicization and instrumentalization of the world economy, and opposes unilateral sanctions and extraterritorial jurisdiction, as these actions not only fail to solve the problem but also create new problems. Fu Cong stated that China's position on the Ukraine issue has been consistent, always adhering to the "Four Shoulds" as the fundamental principle. Over the past four years, China has remained objective and impartial, working for peace and efforts to facilitate negotiations. China is willing to work with the international community to play a constructive role in achieving a political solution to the crisis.
