Zelensky signs decree imposing sanctions on Russian "shadow fleet"
Ukrainian President Zelensky signed Decrees No. 130/2026 and No. 131/2026 on the 21st, implementing the decision of the Ukrainian National Security and Defense Council to impose a new round of sanctions on Russia's "shadow fleet" and military-industrial enterprises. The relevant documents have been published on the official website of the Ukrainian President.
According to the information released, one of the sanctions targets the Russian "shadow fleet" and imposes sanctions on 225 ship captains involved in exporting Russian oil products, involving citizens from 11 countries, including Russia, India, and the Philippines. In addition, Ukraine also announced sanctions on 46 Russian citizens, 2 Iranian citizens, and 44 Russian companies providing services to the Russian military-industrial complex, involving the supply, research and development, production, and maintenance of electronic warfare systems and components used in the production of ballistic missiles and cruise missiles, attack and reconnaissance drones, small arms, and ammunition. Ukraine has stated that it will submit relevant information to partners to promote synchronized sanctions and will continue to expand sanctions on individuals and entities aiding Russian military actions.
Western countries have accused Russia of using commercial ships such as oil tankers to evade Western sanctions, referring to these commercial ships as the "shadow fleet."
