The Central Commission for Discipline Inspection of the Communist Party of China, the Organization Department of the Communist Party of China, and the National Supervision Commission jointly issued the "Notice on Strictly Enforcing Disciplinary Policies for Changing Personnel and Strengthening Supervision of the Changing Atmosphere".
Starting from this year, the leadership teams at the provincial, city, county, and township levels will be successively replaced. In order to implement the strict discipline requirements for leadership transitions set by the Party Central Committee, to ensure the smooth progress of the transition work, and to create a clean and upright environment for the transition, the Central Commission for Discipline Inspection of the Communist Party of China, the Organization Department of the Communist Party of China Central Committee, and the National Supervision Commission recently issued a notice on strengthening the supervision of transition discipline and the transition atmosphere. They require all regions to conscientiously implement this in the transition work.
The notice points out that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has persisted in comprehensively and strictly governing the Party, continuously promoting integrity and combating corruption. The disciplinary awareness of discipline among the vast number of Party members and cadres has been continuously enhanced, and the situation and atmosphere of personnel selection and appointment have been fundamentally reversed, laying a solid foundation for the strict discipline of transition.
At the same time, it is also necessary to be clear-headed that there are still instances of corruption and improper practices in personnel selection and appointment, and some problems may rebound. Some issues have presented new characteristics, and the hidden dangers of interference and disruption of the transition have not been completely eliminated. Therefore, these issues must be taken seriously.
The notice specifies the ten strict prohibitions regarding transition discipline, namely: strictly prohibiting forming cliques, engaging in opportunism and colluding with political swindlers, forbidding vote-buying, forbidding seeking promotion through connections or buying and selling official positions, forbidding improper interferences, connections or favors, forbidding individual decision-making, forbidding "sick nominations" and "sick promotions", forbidding improper personnel use, forbidding fraud and leaks of information, and forbidding interference in the transition. Those who violate the rules of transition discipline will be strictly dealt with in accordance with regulations, discipline, and the law.
