Recently, the "Shanghai Accelerates the Construction of the International Shipping Center during the 15th Five-Year Plan" was open for public opinions. It mentioned promoting capacity expansion and efficiency improvement, and building a globally leading international maritime hub. It also mentioned promoting the phased formation of production capacity in the container terminal at the North Operation Area of Xiaoyangshan, and building the second phase of the container terminal transformation project in the Luojing Port Area. It systematically plans for a new strategic space for the development of Shanghai Port, reserves technology and resources to enhance the resilience of the hub port. It also constructs the second phase of the Nancao Channel governance project, completing the construction of the Su Shen Inland Port Line, the extension of the Dalu Line to the east, the Youdun Port, and the Luozi River Channel governance project, strengthening the connectivity of the inland waterway network to reach the sea, and connecting the river and sea directly to the main channel.
