The General Offices of the Ministry of Industry and Information Technology and other five departments have released the implementation opinions on strengthening the construction of information and communication industry capabilities to support the development of low-altitude infrastructure. Strengthen the coordinated development of information and communication industry and low-altitude equipment manufacturing industry, continuously improve the technical capabilities, industrial supply capabilities, network support capabilities, and security capabilities of the information and communication industry, systematically promote the construction of low-altitude scenario communication networks, enrich and expand perception technology means, assist in improving navigation positioning accuracy, support the construction of low-altitude intelligent networking systems, and provide a solid foundation for the development of low-altitude economy. Adhere to demand-driven, with emphasis on key points, focus on low-altitude flight activity areas with conditions and demands, promote the coordinated development of information infrastructure construction and low-altitude applications based on local conditions. Adhere to intensive reuse and diversified collaboration, fully utilize existing public mobile communication facilities and other technologies such as ground mobile communication, satellite communication, and other navigation and monitoring technologies to support the development of low-altitude applications. Adhere to trial first and steadily promote, strengthen trial verification around key technologies, network deployment, application adaptation, and explore replicable solutions and best practices. Adhere to safety and control, build strong barriers, and integrate network, data, and flight safety assurance throughout the entire process of planning, construction, and operation of information infrastructure. By 2027, the national coverage rate of ground mobile communication networks in low-altitude public air routes will not be less than 90%, the further improvement and maturity of diverse integrated perception solutions, the continuous improvement of low-altitude navigation service levels, the development of no less than 10 information infrastructure standards, and the formation of a number of typical low-altitude application scenarios in areas such as urban management, logistics transportation, and cultural tourism.
