Supreme Procuratorate: Ensure that criminals are punished according to law and safeguard the innocent from criminal prosecution.

At a press conference held by the Supreme People's Procuratorate, Miao Shengming, member of the Party Group of the Supreme Procuratorate and Deputy Procurator General, introduced that procuratorial agencies have strengthened and standardized the supervision of criminal filing and investigation activities. From January to November 2025, procuratorial agencies across the country legally did not approve the arrests of 295,000 people, did not prosecute 305,000 people, and the rate of not arresting or prosecuting remained stable overall. Necessary reviews of the necessity of pre-trial detention were legally conducted, with decisions or recommendations to change or release 19,000 people. Supervising public security agencies in filing 15,000 cases, withdrawing 39,600 cases, and recommending administrative agencies to transfer 3,039 criminal cases; correcting omissions to request arrests or omitting the involvement of accomplices in crimes for 37,000 people, ensuring the punishment of crimes according to law and safeguarding those innocent from criminal prosecution. Written corrective opinions were provided for 73,000 instances of illegalities in investigation activities, with 5,410 instances of issuing corrective illegalities, a written compliance rate of over 95%, effectively safeguarding the legitimate rights and interests of criminal suspects.
