On January 31, the Beijing Economic and Technological Development Zone Management Committee issued the "Implementation Plan for Accelerating the Construction of a Comprehensive Artificial Intelligence City". The plan mentions the importance of strengthening the fundamental capabilities of artificial intelligence. It emphasizes leveraging the advantages of integrated circuit manufacturing capabilities to promote the integrated development of "design-manufacturing-packaging-testing-computing power", driving the continuous iteration of computing power infrastructure and high-performance intelligent computing industries. It also promotes R&D innovation in chip architecture such as mixed digital-analog and storage-computation integration, extending the industry chain of scene-defined chips, industry-specific chips, and enabling software. It advances the coordinated development of general and specialized models, accelerating the iteration and upgrade of cognitive models towards active models. It supports the construction of national artificial intelligence software and hardware testing and verification centers and large-scale model evaluation centers, strengthening the underlying capability of "chip-model adaptation". It actively deploys artificial intelligence security systems, focusing on breakthroughs in technologies such as deepfake recognition and compliant content generation detection, to build a secure and trustworthy foundation.
