Shanghai has announced the scope and standard of temporary subsidies for New Year's Day and Spring Festival, with a maximum of 1000 yuan per person.

Recently, the notice "Notice on the Temporary Holiday Allowance for Some Difficult Families and Civil Affairs Objects in Shanghai during the New Year's Day and Spring Festival in 2026" was issued by the Shanghai Civil Affairs Bureau and the Shanghai Finance Bureau. The scope of objects and the allowance standards are as follows: 1. During the period from December 2025 to February 2026, the temporary holiday allowance standard for civil affairs regular and quantitative allowance objects such as non-supportable persons in rural minimum living security families, extremely poor maintenance personnel, and severely disabled unemployed persons is 1000 yuan per person, to be disbursed by the district-level finance department through the original channel. If the above objects also meet the requirements for receiving holiday living allowances from the Shanghai Human Resources and Social Security Bureau or Shanghai Veterans Bureau during the New Year's Day and Spring Festival in 2026, they will receive the higher allowance standard, and no duplicate payments will be made. 2. During the period from December 2025 to February 2026, the temporary holiday allowance standard for local minimum living security families and families receiving rigid living assistance is 700 yuan per household for single-person households, with an additional 100 yuan for each additional person in the household. The funds will be jointly arranged and disbursed by the municipal and district-level finance departments. The district-level finance department will bear 100 yuan per household, while the remaining amount will be borne by the municipal finance department. 3. For severely disabled maintenance personnel and other assistance objects in need of winter clothing, a winter clothing assistance will be implemented with a standard of 460 yuan per person, to be disbursed by the district-level finance department through the original channel. 4. Holiday allowances will be given to residents of municipal and district civil welfare institutions, with a standard of 180 yuan per person, to be disbursed by the municipal and district finance departments through the original channel. 5. Objects detained at municipal and district relief management stations will receive a holiday food subsidy of 100 yuan per person during the Spring Festival period, to be disbursed by the municipal and district finance departments through the original channel. 6. Members of the adopted household groups who have been providing voluntary services for the elderly and other socially assisted objects for a long time will be given holiday greetings and a small amount of condolence items, with a standard of 300 yuan per person, to be disbursed by the district-level finance department through the original channel.
