The third draft of the National Development Planning Law clearly states that it adheres to the principle of coordinating top-level design with soliciting opinions from the public.

The draft of the National Development Planning Law was submitted to the Third Session of the Standing Committee of the National People's Congress for three rounds of deliberation on the 22nd. The third draft of the draft added provisions that the preparation of national development plans should "adhere to the unified top-level design and consultation with the people," while also adding provisions to enhance the supportive role of "industry associations," further reflecting that the preparation of national development plans should uphold democracy and seek broad consensus. In September of this year, the draft of the National Development Planning Law was submitted to the Second Session of the Standing Committee of the National People's Congress for deliberation. Subsequently, the second draft of the draft was open for public opinions. Some members of the Standing Committee suggested that the national planning system includes various national-level plans as well as local plans, and these relationships need to be properly managed. In response, the third draft of the draft stipulates: "The country will establish a sound national planning system led by national development plans, based on national land spatial planning, supported by special plans and regional plans, jointly composed by national and local plans, with accurate positioning, clear boundaries, complementary functions, and unified connections, to form a concerted effort in planning." In addition, some members of the Standing Committee suggested modifying and improving the relevant expressions in the draft based on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. Accordingly, the third draft of the draft changed the "key tasks" in the main content of national development plans to "major strategic tasks"; added provisions to promote policy coordination in "consumption, investment, trade," etc. around the implementation of national development plans; and changed the "dynamic monitoring" of the implementation of national development plans to "dynamic monitoring and evaluation." The third draft of the draft further improved the content related to the annual plan for national economic and social development, clearly stipulating: "The State Council organizes the preparation of the annual plan for national economic and social development," and adding provisions: "The department in charge of national development planning of the State Council, together with relevant state departments, undertakes the specific preparation of the annual plan for national economic and social development."
