Guangzhou "15th Five-Year Plan" proposal: Promote the implementation of the policy of free navigation for yachts between Guangdong, Hong Kong, and Macao, and plan for cross-border and cross-city low-altitude logistics and passenger express lines in the bay area.

On December 22, the Guangzhou Municipal Committee of the Communist Party of China issued a proposal to formulate the 15th Five-Year Plan for the national economic and social development of Guangzhou. It proposes to strengthen infrastructure interconnection and promote the construction of the Guangzhou-Zhuhai high-speed railway, the second Guangzhou-Shenzhen high-speed railway, and jointly build the "Bay Area on Rails". It also suggests establishing the Bay Area shipping joint trading center, enhancing the early planning of international deep-water ports, jointly building world-class port clusters, promoting the implementation of the policy of free yachting for Guangdong-Hong Kong-Macau, planning cross-border and cross-city low-altitude logistics and passenger fast lanes in the Bay Area, and improving the level of interconnection among cities in the Bay Area in all aspects.
