Li Qiang attended the 24th meeting of the Council of Heads of Government of the Member States of the Shanghai Cooperation Organization.

On November 18th local time, Premier Li Keqiang attended the 24th meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) in Moscow. Leaders and representatives of SCO member states, observer states, dialogue partners, host country delegates, as well as relevant international organization heads were present, with Russian Prime Minister Mishustin chairing the meeting. Li Keqiang stated that at the SCO summit in Tianjin in September, President Xi Jinping solemnly put forward a global governance initiative, providing China's wisdom and solutions for the international community to jointly address global challenges and urgent issues. As an important force in the construction and reform of the global governance system, the SCO is well-positioned and capable of playing a greater role in promoting the realization of "global governance" through joint efforts to implement the global governance initiative. Firstly, the SCO should leverage its unique strengths. The core values of the "Shanghai Spirit" are highly compatible with the core concepts of global governance initiative, and the SCO has rich practical experience and solid mechanism guarantees. It should make full use of these advantages to demonstrate a greater role in global governance and promote the construction of a community with a shared future for mankind. Secondly, the SCO should focus on development and security. By promoting cooperation for development and security, aligning development strategies, building the "Belt and Road" initiative with high quality, maintaining stability and smooth operation of the global production-supply chain, and building an open and inclusive world economy. China is willing to work closely with member states to establish the SCO Development Bank as soon as possible and propose the establishment of a China-SCO Metabolic Diseases Cooperation Center. Further strengthen security cooperation mechanisms, play an important role in the "Four Security Centers", and promote the international community to uphold multilateralism together and promote universal security and lasting peace. Thirdly, the SCO should inspire strong innovation and transformation vitality. Strengthen cooperation in science, technology, and industrial innovation, promote cooperation in traditional and renewable energy sources. China welcomes active participation in the SCO Digital Economy Forum and China-SCO Artificial Intelligence Cooperation Forum, and is willing to jointly establish and utilize the China-SCO Digital Economy Cooperation Platform, Technology Innovation Cooperation Center, and solidly promote the addition of "ten million kilowatts of photovoltaic" and "ten million kilowatts of wind power" projects in the next five years. Li Keqiang pointed out that at the SCO summit in Tianjin, leaders approved the "SCO Strategy for the Next 10 Years". China is willing to work with all member states to pay more attention to strategic coordination, effectively promote cooperation implementation, optimize and improve operational mechanisms, further enhance cohesion, action, and influence, and continuously improve the SCO. Participants at the meeting agreed that the SCO plays an increasingly important role in promoting regional integration and the establishment of a just and reasonable multipolar world. All parties should work together to implement the results of the Tianjin summit, improve organizational mechanisms, align with the "Belt and Road" initiative, implement the strategy for the next 10 years, promote cooperation in areas such as connectivity, economy and trade, security, and culture, practice the global governance initiative, uphold multilateralism and the role of the United Nations. After the meeting, Li Keqiang and the leaders of the member states signed a joint communique and cooperation documents in fields such as economy and trade, railways, social development, and security, approving relevant resolutions on the construction of the SCO.
