Hong Kong Observatory: Hanging onto signal no. 1 during the day, chances of issuing signal no. 3 are low.

Hong Kong's Standby Signal No. 1 is now in effect, and the Observatory states that this signal will be maintained during the day today. Typhoon "Phoenix" is expected to pass Hong Kong later today to tonight, reaching as close as 400 kilometers east of Hong Kong, before moving towards Taiwan and gradually moving away from Hong Kong while weakening. The Observatory will monitor local wind conditions and may consider replacing the Standby Signal No. 1 with a Strong Monsoon Signal, or canceling all tropical cyclone warning signals depending on the situation.
