World Internet Conference Blue Book: Empowering Global Development with Artificial Intelligence

The "China Internet Development Report 2025" and the "World Internet Development Report 2025" blueprints were released on November 8 at the 2025 World Internet Conference in Wuzhen. The "China Internet Development Report 2025" believes that artificial intelligence in China will show a trend of rapid expansion of application scenarios, continuous deepening of user penetration, and continuous deepening of industry integration, realizing the transformation from point application to comprehensive empowerment, and becoming the core driving force for the intelligent upgrade of the real economy. The "China Internet Development Report 2025" points out that with the rapid iteration of technology, the continuous expansion of application scenarios, and the deep integration of industrial ecology, artificial intelligence is gradually moving from concept to large-scale application, profoundly changing the ways in which the economy and society operate. Over the past year, China's artificial intelligence technology has continued to break through, and computing power infrastructure has been continuously upgraded. Large models have shifted from "heavy training" to "heavy reasoning," significantly improving reasoning efficiency. China has become the world's largest holder of artificial intelligence patents, accounting for 60%. At the same time, artificial intelligence technology is landing and applying in multiple scenarios, accelerating deep integration with manufacturing, service industries, and other industries, becoming an important engine driving high-quality development. Looking at the world, artificial intelligence technology is showing a breakthrough development trend. The "World Internet Development Report 2025" points out that the reasoning ability of large artificial intelligence models has significantly improved, the density of knowledge continues to increase, and multimodal large models have become the frontier direction of large model development. Embodied intelligence has been highly valued by major economies worldwide, accelerating breakthroughs in applications in industrial manufacturing, logistics, healthcare, and elderly care. The "World Internet Development Report 2025" also believes that while artificial intelligence is driving the transformation and upgrading of social productivity, it also brings new risks and challenges. The governance of artificial intelligence is still a core issue in global cyberspace governance. Countries need to strengthen communication and cooperation on the basis of respecting sovereignty and development interests to ensure that artificial intelligence benefits humanity in a safe, reliable, and sustainable manner. As an important outcome of the World Internet Conference in Wuzhen, the blueprint was compiled by the China Institute of Cyberspace Research and has been released annually for nine years since 2017.
