On February 29, the National Development and Reform Commission, and other departments issued a notice on the issuance of the "Guiding Catalog for Green and Low-carbon Transformation Industries (2024 Edition)". It proposed to formulate and improve relevant policies and measures based on the Catalog, to provide encouragement and support for production, circulation, consumption, and other aspects, creating a favorable environment for the development of related industries. Relevant departments can use the Catalog as a basis to revise, detail, or expand the Catalog according to actual work, to enhance the operability of the Catalog, and guide all sectors of society to better support the development of related industries.

Notification from the National Development and Reform Commission and other departments on the issuance of the "Guiding Catalog for Green and Low-carbon Transformation Industries (2024 Edition)"
All provinces, autonomous regions, municipalities directly under the central government, Xinjiang Production and Construction Corps, Development and Reform Commissions, industrial and information technology authorities, natural resources authorities, ecological environment departments (bureaus), housing and urban-rural development departments (commissions, bureaus), transportation departments (bureaus, committees), energy bureaus, the Shanghai headquarters of the People's Bank of China, branches in provinces, autonomous regions, municipalities directly under the central government, and national financial regulatory authorities:
In order to comprehensively implement the spirit of the 19th National Congress of the Communist Party of China, cultivate and strengthen new green development momentum, and accelerate the green transformation of development models, the National Development and Reform Commission, together with relevant departments, based on the "Guiding Catalog for Green Industries (2019 Edition)", revised and formed the "Guiding Catalog for Green and Low-carbon Transformation Industries (2024 Edition)" (referred to as the "Catalog" below). It is now issued to you, and the following matters are notified.
1. Based on their own regional and sectoral development priorities, local governments and departments may formulate and improve relevant policies and measures based on the Catalog, providing encouragement and support for production, circulation, consumption, and other aspects to create a favorable environment for the development of related industries.
2. Relevant departments can use the Catalog as a basis to revise, detail, or expand the Catalog according to actual work, to enhance the operability of the Catalog and guide all sectors of society to better support the development of related industries.
3. Local governments and departments should combine the Catalog with relevant support policies. For projects that started before the implementation of the Catalog, the classification of industries can still be based on the "Guiding Catalog for Green Industries (2019 Edition)". For projects that have completed approval, examination, or filing but have not started when the Catalog is implemented, the classification of industries can be chosen to be based on the "Guiding Catalog for Green Industries (2019 Edition)" or the Catalog.
4. Local governments and departments should further strengthen international and domestic exchanges, promote and support the development of related industries, promote international cooperation in green standards, and gradually establish a mechanism for mutual recognition between the Catalog and relevant international green standards.
5. Encourage financial institutions to provide financial support for domestic projects or activities that comply with the requirements of the Catalog, as well as for enterprises in the construction of the "Belt and Road" countries and other overseas areas, based on legal compliance, risk control, and commercial sustainability, according to market-oriented and rule-based principles.
6. The National Development and Reform Commission, along with relevant departments, will adjust and revise the Catalog in a timely manner according to major tasks in ecological civilization construction, progress in peak carbon dioxide emissions and carbon neutrality, resource and environmental conditions, scientific and technological progress, and other situations.
