Recently, the Ministry of Housing and Urban-Rural Development issued a notice requiring all regions to scientifically formulate annual housing development plans for the years 2024 and 2025. Each region must scientifically plan, carefully organize and implement, determine housing demand based on changes in population, scientifically arrange land supply according to housing demand, guide the allocation of financial resources, achieve housing based on people, land and money, promote a balanced and rational structure of the real estate market, and prevent market fluctuations.
The Ministry of Housing and Urban-Rural Development stated that housing development planning and annual plans are important means to establish a linkage mechanism among the elements of "people, housing, land, and money." Cities should accurately assess housing demand according to local conditions, improve the "guarantee + market" housing supply system, with the government primarily meeting the rigid housing needs of low- and middle-income groups, and the market primarily meeting the diverse housing improvement needs of residents, and scientifically formulate annual housing development plans for 2024 and 2025.
According to the requirements, the annual housing development plan should specify the scale, structure, and location of various types of housing and land supply for the year, and calculate the reasonable financing needs of real estate projects. The supply quantity and housing structure of affordable housing should be further clarified. The stable and healthy development of the real estate market, housing guarantee waiting times, and other factors should be included in the target management. Before April 30, 2024, and before March 31, 2025, cities are required to publicize relevant information about the annual housing development plans through appropriate channels.
