In conjunction with efforts to advance the cultivation and opening up of digital home full-industry-chain scenarios, manufacturers are encouraged to strengthen research and development of smart home products, and support is given to home furnishing stores, shopping malls, and others to establish smart home experience centers, whole-house smart and digital home model rooms. Efforts will be accelerated to cultivate a group of large home decoration enterprises and platforms that operate with integrity and provide standardized services, launch personalized and diversified decoration packages, and vigorously develop customized, order-based, and appointment-based services. Efforts will be accelerated to create a batch of smart home software and hardware products and integrated solutions based on domestic open-source operating systems.

In order to implement the decisions and arrangements of the Party Central Committee and the State Council, fulfill the work requirements of the Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China regarding enriching smart home scenarios and supporting age-friendly renovation and intelligent upgrading of old housing, adapt to the consumption needs of different groups by expanding high-quality supply, and further promote smart home consumption, this action plan is formulated.
I. Expand the supply of high-quality smart homes
In conjunction with efforts to advance the cultivation and opening up of digital home full-industry-chain scenarios, manufacturers are encouraged to strengthen research and development of smart home products, and support is given to home furnishing stores, shopping malls, and others to establish smart home experience centers, whole-house smart and digital home model rooms. Efforts will be accelerated to cultivate a group of large home decoration enterprises and platforms that operate with integrity and provide standardized services, launch personalized and diversified decoration packages, and vigorously develop customized, order-based, and appointment-based services. II. Improve the smart home standards system
Improve the intelligent grading and evaluation standards system for smart home products, accelerate the formulation and implementation of mandatory national standards such as smart home interconnection, and accelerate the promotion of integrated whole-house smart development. Promote basic telecommunications enterprises to enable IPv6 by default on their own environmental home broadband network equipment and improve the IPv6 connectivity rate of home networks. For newly built fully decorated residential housing, clarify the requirements for basic smart products in households and encourage fiber-to-the-room deployment. Continue to carry out the development and application of key standards such as smart home and smart community.
III. Support smart home consumption
In accordance with the deployment of the 2026 consumer goods trade-in policy, support local governments in independently and reasonably determining subsidy categories and subsidy standards for smart home products based on actual conditions, and coordinate support for the purchase of new whole-house smart home products.
IV. Develop age-friendly smart homes
Promote age-friendly products such as home service Siasun Robot&Automation, health monitoring, and smart care, guide enterprises to implement age-friendly design in product dimensions, ease of operation, dialect recognition, safety performance, and other aspects, and enrich the supply of age-friendly smart home products and home decoration services. Promote the carrying out of silver-haired product certification in the field of age-friendly smart homes.
V. Smooth the waste recycling service chain
Guide all localities to scientifically and reasonably set up waste home recycling outlets, incorporate the construction of recycling outlets into relevant plans, and provide land use and spatial support. Encourage home furnishing and home decoration enterprises to cooperate with recycling enterprises to provide services such as "delivery of new + collection of old" and "Internet + recycling," and promote the "vehicle instead of warehouse" mobile recycling model.
VI. Optimize community convenience services
Relying on work such as the construction of the 15-minute convenient living circle, give play to the role of leading enterprises, set up comprehensive home renewal service stations in qualified subdistricts and communities, integrate convenience and benefit services such as maintenance, item storage, and recycling and exchange, and create whole-house smart experience spaces.
VII. Increase fiscal and financial support
Encourage financial institutions to develop diversified consumer finance products and services around consumption needs such as home furnishing and home decoration. Use the fiscal interest subsidy policy for personal consumer loans well, guide financial institutions to increase loan support for smart home consumption and other areas, and actively support consumers in purchasing smart home-related products.
