This initiative is viewed as a forward-looking strategy by Seoul to address the surge in raw material demand triggered by the artificial intelligence (AI) wave, adopting a "finance for resources" approach.
In a statement released by the state-owned policy bank on Monday, it was stated that the loan will be issued to Glencore's wholly owned subsidiaryGlencore International AG, headquartered in Switzerlandand that the funds raised will be used for general operating capital. The statement also confirmed that Glencore has agreed to supply copper to Korean companies during the loan period but did not disclose specific details.
As a core material for power transmission, data center construction, and renewable energy equipment, copper has been designated a national strategic key mineral by Korea. The country is highly dependent on imports for copper resources, with a very high degree of external reliance. Since the beginning of this year, driven by factors such as the expansion of AI data centers, global grid upgrades, and the electrification transformation, copper demand has continued to strengthen, with LME copper prices rising approximately 15% this year and hovering near historical peaks. The market generally believes that under the dual influence of supply constraints and structural growth in demand, the strategic value of copper resources is being re-evaluated.
A relevant official from the Export-Import Bank of Korea stated in the announcement, "Through this financing arrangement, and by establishing cooperative relationships with industry leaders who occupy a unique position in the global commodity market, we are expected to ensure a stable supply of critical raw materials for Korea's advanced industrial supply chain." The official described this move as a "forward-looking" strategy based on economic security considerations.
As one of the largest copper producers and commodity traders globally, Glencore did not immediately respond to requests for comment outside of working hours. However, industry observers believe that this transaction will not only help Glencore optimize its balance sheet but will also further strengthen its customer stickiness in the Asian market. For Korea, amid high copper prices and tightening supply, this commitment to supply obtained through $1 billion in financing may become a key asset in its competition within the AI industry chain. It remains to be seen whether the two parties will expand this model to other critical minerals in the future, which is worth ongoing attention.
