Xinhua News Agency, Beijing, August 25 (Reporters Hu Lu and Han Jiano) The second draft of the Agricultural Law revision was submitted for review at the 24th meeting of the 14th National People's Congress Standing Committee on the 25th. The second draft aims to improve measures supporting the development of agriculture and the rural economy.
The Agricultural Law revision was first submitted for review by the National People's Congress Standing Committee in April this year, and public opinions were solicited after the meeting. Based on feedback from various sources, the current second draft has been formed for review.
Some members of the Standing Committee and local departments suggested that measures supporting agricultural and rural economic development be improved. In response, the second draft has added regulations, including coordinated development of scientific agriculture, green agriculture, quality agriculture, and brand agriculture; maintaining seed industry safety and enhancing the modernization level of the seed industry; improving the level of agricultural insurance protection and service quality; and encouraging the integration of new technologies such as the Internet of Things and artificial intelligence with agricultural production, operation, and management.
Strengthening rural construction and governance is crucial for the development of agriculture and the rural economy. The second draft adds provisions for the state to enhance rural governance, promote the construction of safe villages, build a harmonious and orderly rural society, and continuously increase farmers' sense of gain, happiness, and security.
To implement the requirement to reduce formalism and lighten the burden on grassroots levels, the second draft includes provisions that peoples governments at all levels should establish and improve a long-term mechanism for reducing burdens caused by formalism at the grassroots level. Additionally, the second draft stipulates that the state adheres to the principles of equality, mutual benefit, and win-win cooperation, supports international exchanges and cooperation in the agricultural field, and actively participates in international governance on sustainable agricultural development and food security.
