Notice on the Special Rectification of Violations of Volunteer Services on Online Platforms
In order to further strengthen the supervision and management of volunteer services, thoroughly investigate and clean up online illegal information related to volunteer services, the Cyberspace Administration of China and the Ministry of Social Work have decided to launch a two-month special operation to rectify illegal information related to volunteer services on online platforms from late June to late August 2026.

In order to further strengthen the supervision and management of volunteer services and thoroughly investigate and clean up online violations related to volunteer services, the Central Cyberspace Administration and the Central Social Work Department have decided to carry out a two-month special rectification of online platforms involving violations related to volunteer services from late June to late August 2026.
I. Work Objectives
Through this special rectification, it aims to urge e-commerce platforms, social media platforms, and other types of online platforms to fulfill their primary responsibilities, concentrate on cleaning up violations related to volunteer services and accounts, further strengthen the supervision of volunteer service information platforms, maintain the public interest and social credibility of volunteer services, and create a good online environment for the sustainable and healthy development of volunteer services.
II. Key Areas of Rectification
During the special rectification period, the focus will be on cleaning up and addressing the following 7 types of violations related to volunteer services and related online accounts:
1. Selling volunteer service durations and certificates in various forms.
2. Propaganda content that goes against the spirit of volunteering, such as promoting how to quickly obtain volunteer service hours or spreading false information about volunteer service hours in exchange for non-volunteer activities like visiting, online quizzes, donating goods, purchasing products, etc.
3. Misleading propaganda content for students and parents, including false claims about the necessary number of volunteer service hours for joining groups or parties, and promoting the linkage between volunteer service hours and various awards, scholarships, and job opportunities.
4. Recruiting volunteers for commercial activities or recruiting paid security guards, logistics personnel, etc., under the guise of "volunteers," packaging profit-making activities as volunteer service activities.
5. Misleading the public by impersonating official accounts with names like "region + volunteer," "industry + volunteer."
6. Using volunteer service logos in trademarks, commercial advertisements, and other profit-making activities.
7. Engaging in activities or making inappropriate remarks online under the names of "volunteers," "volunteer services," "volunteer organizations" that violate social ethics, harm public interests or others' legal rights, and threaten national security.
III. Work Requirements
Local party committees' cyberspace departments and social work departments should adhere to problem-oriented, goal-oriented, and results-oriented approaches, focus on the key areas of rectification, urge local website platforms to strictly fulfill their primary responsibilities, strengthen the investigation and cleaning of violations and accounts, and ensure the expected results of the special rectification. It is necessary to uncover and crack down on a batch of negative examples, publicly expose them to society, and create a deterrent effect. Timely summarize the experience and results of the special rectification work, continuously strengthen supervision and management, and establish a long-term mechanism.
