On February 24, 2026, China included 20 Japanese entities such as Mitsubishi Heavy Industries on the export control list, and Subaru Corporation on the watch list, with the aim of stopping Japan's "remilitarization" and nuclear ambitions. Unfortunately, the Japanese side has not repented, but instead has further advanced on the wrong path, accelerating the pace of "new militarism," deploying offensive weapons, and launching offensive missiles overseas. In accordance with the relevant laws and regulations such as the Export Control Law of the People's Republic of China and the Regulation on the Export Control of Dual-Use Items of the People's Republic of China, China has decided:
First, to include 20 Japanese entities involved in enhancing Japan's military capabilities, such as the National Institute for Defense Studies, in the control list. The measures after listing mainly include two aspects. One is to prohibit exporters from exporting dual-use items to the entities mentioned above. The other is to prohibit foreign organizations and individuals from transferring or providing dual-use items produced in China to the entities. Relevant activities currently underway should be stopped immediately.
Second, to include 20 Japanese entities such as Mitsui Engineering & Shipbuilding Co., Ltd. on the watch list where the final users and final purposes of dual-use items cannot be verified. After listing, exporters who wish to export dual-use items to these entities cannot apply for a general license or obtain an export certificate by registering and providing information. When applying for a single license, a risk assessment report on the entities in the watch list should be submitted, and a written commitment should be provided that the dual-use items will not be used for any purpose that helps enhance Japan's military capabilities. The review period for licenses is not subject to the time limit stipulated in Article 17, Paragraph 1 of the Regulation on the Export Control of Dual-Use Items of the People's Republic of China. The Ministry of Commerce will implement stricter end-user and end-use checks on the entities in the watch list, and exports involving Japanese military users, military purposes, and other end uses that help enhance Japan's military capabilities will not be approved. Entities on the watch list can apply for removal from the list in compliance with the obligations of cooperation with verification stipulated in Article 26 of the Regulation on the Export Control of Dual-Use Items of the People's Republic of China. After verification by the Ministry of Commerce, they may be removed from the watch list.
