Recently, the Ministry of Human Resources and Social Security, the Ministry of Natural Resources, the National Development and Reform Commission, the Ministry of Transport and other four departments issued a notice to further optimize the spatial layout of the marine economy, improve the efficiency of marine resource utilization, improve the modern marine industry system and modern comprehensive transportation system, promote high-quality development of the marine economy, and promote employment and entrepreneurship for workers.
The notice emphasizes the stability, expansion, and improvement of employment in the field of marine economy. It aims to stabilize and expand the employment scale of traditional marine industries, cultivate and develop the modern fishing industry, support the construction of modern marine ranches and offshore fishing bases in eligible areas, accelerate the modernization of port and navigation infrastructure, and explore employment opportunities in the marine sector. It calls for innovative cultivation of employment growth points in emerging marine industries, the development and expansion of the marine pharmaceutical and bioproduct industry, the strengthening of the development, application and recognition of new professions in fields such as energy exploration, seawater desalination, deep-sea exploration and development, marine pharmaceuticals and bioproducts. It also supports the development of new formats and models in marine service industries, the introduction of marine culture and creative products, the creation of high-quality tourism brands, the vigorous development of modern shipping financial, insurance arbitration and other modern shipping service industries, support for the development of a high-end shipping talent cluster, and the expansion of career development channels.
The notice specifies the strengthening of support services for employment and entrepreneurship in the marine economy.
