Based on the principle of production cost plus reasonable profits, taking into account the needs of cotton industry development, market supply and demand, fiscal capacity and other factors, the target price for cotton in Xinjiang from 2026 to 2028 is set at 18,600 yuan per ton. In case of significant changes in the cotton market situation, timely adjustments will be made after approval from the State Council. Taking into account the cotton production situation in Xinjiang in recent years, as well as the local water resources and land resources, subsidies will be provided for a fixed production of 5.1 million tons of cotton in Xinjiang.

Since the implementation of the target price policy for cotton in Xinjiang in 2014, it effectively guaranteed the income of cotton farmers, stabilized cotton production, and played an important role in supporting domestic cotton supply security and assisting in the stability of border areas. With the approval of the State Council, the target price policy for cotton will continue to be implemented in Xinjiang from 2026 to 2028. The relevant matters are hereby notified as follows.
1. Maintain the stability of the target price level and fixed subsidy production. Based on the principle of production cost plus reasonable profits, comprehensive considerations of the needs of the cotton industry, market supply and demand, fiscal capacity, and other factors, the target price for cotton in Xinjiang from 2026 to 2028 is set at 18,600 yuan per ton. In case of significant changes in the cotton market situation, timely adjustments will be made after the approval of the State Council. Taking into account the cotton production situation in Xinjiang in recent years, as well as the local water resources and land resources, subsidies will be provided for a fixed production of 5.1 million tons of cotton in Xinjiang.
2. Improve specific implementation measures. Firstly, focus on maintaining a reasonable cotton planting scale, optimize production layout, guide non-advantageous areas to gradually withdraw from planting, and orderly reduce planting in advantageous areas based on the situation of excessive groundwater exploitation. Secondly, optimize the use of subsidy funds, improve the subsidy mechanism for high-quality cotton, and ensure that subsidy funds are distributed to cotton farmers. Thirdly, continue to implement the policy of enterprises issuing primary purchase invoices, improve the subsidy distribution mechanism, and meet the needs of cotton farmers to directly sell cottonseeds. Fourthly, explore and improve the quality cotton quality identification standards, actively guide cotton farmers and processing enterprises to further enhance quality awareness.
All relevant parties should elevate their political position, take up their responsibilities, closely monitor the situation, improve production statistics methods, regulate fund management, carry out publicity and interpretation, and ensure that all measures are effectively implemented.
