On April 13, Professor Sun Dong, Commissioner for Innovation and Technology of Hong Kong, attended the opening ceremony of the 2026 World Internet Conference Asia-Pacific Summit and told the media that in recent years, artificial intelligence (AI) technology has been developing rapidly, with some applications of AI already emerging. He said that the Hong Kong Special Administrative Region government places great importance on the development of AI and is particularly concerned with the development of AI agents. Hong Kong is closely monitoring the development of AI agents. On one hand, AI agents can greatly promote the development of AI and enhance its application in various industries, empowering different sectors. However, it also brings about certain security issues. The stance of the Hong Kong government is clear - it advocates for a "regulation-use combination": while supporting and promoting the development of intelligent agents, it also focuses on the regulation and governance of related technologies to achieve a balance between regulation and utilization.
Yesterday (April 12), the Innovation and Technology Bureau of Hong Kong signed a memorandum of cooperation with the Cyberspace Administration of China. Professor Sun Dong stated that this new memorandum of cooperation was signed in the inaugural year of the "14th Five-Year Plan", which is of significant importance. The memorandum includes 10 measures, covering collaboration in areas such as AI+, cross-border data, blockchain, deepening cybersecurity, and expanding international exchanges. He believes that this new memorandum of cooperation will further leverage Hong Kong's advantages in internationalization and connectivity, consolidating its position as an international innovation and technology center and hub. As the implementing unit of this new memorandum of cooperation, the Innovation and Technology Bureau of Hong Kong will immediately begin working on implementing these 10 measures to better utilize Hong Kong's strengths and serve the needs of the country.
Professor Sun Dong mentioned that Hong Kong is currently formulating its first five-year plan, aiming to better integrate and serve the overall development of the country. He hopes that in the field of digital economy and AI, cooperation with relevant departments of the country can reach a new level. The agreement signed yesterday signifies the country's firm support for the development of Hong Kong's innovation and technology sector, expanding the scope of cooperation between the SAR government and the Cyberspace Administration in technology.
The opening of the Hong Kong Zone in the Hetao Innovation Cooperation Zone is approaching. Professor Sun Dong pointed out that the next step is to implement the flow of data and logistics, especially the flow of innovative elements such as biological samples, in which Shenzhen and Hong Kong have reached a consensus. Both cities also place great emphasis on the flow of people. Hong Kong is currently constructing a cross-border pedestrian bridge connecting the Shenzhen and Hong Kong zones. It is hoped that this bridge will be completed soon, facilitating cross-border movement between the two zones. In conclusion, the success of the development of the Hetao Zone lies in the "one river, two banks, one zone, two parks" development model. Therefore, Hong Kong will continue to deepen cooperation with Shenzhen in line with this development model in the future.
