The Hong Kong government has approved the Kai Tak Smart Green Collective Transport System project, which is expected to be put into service by 2031.
On March 31, the Chief Executive of the Hong Kong Special Administrative Region, together with the Executive Council, approved the railway scheme of the Kai Tak Smart Green Transportation System (Kai Tak project) in accordance with the Railway Ordinance.

The system is expected to be put into service in 2031.
The Kai Tak Project is approximately 3.5 kilometers long and is planned to have six stations, with the two end stations connecting the Kai Tak Cruise Terminal and the MTR Kai Tak Station. The Kai Tak Project will provide convenient transportation services to the MTR Kai Tak Station for the former runway area of Kai Tak, enhancing the connectivity of commercial and residential developments, tourism, culture, entertainment, sports, and community facilities in the area. The Hong Kong government initiated the tendering process for the Kai Tak Smart Green Transport System contract in October 2025.
A government spokesperson said, "The government has collected public opinions on the Kai Tak Project through various channels, including consulting the Legislative Council Panel on Railway Matters, the Transport Advisory Committee, the Kowloon City District Council, and the Kai Tak Waterfront Development Special Committee, as well as communicating with relevant Legislative Council members and stakeholders. The public generally supports the Kai Tak Project."
The spokesperson continued, "When promoting the Kai Tak Project, the project operator will maintain close communication with relevant stakeholders. In addition, the project operator must comply with the conditions listed in the environmental permit issued by the Director of Environmental Protection to reduce the environmental impact of the project."
The scheme of the Kai Tak Project was gazetted on July 25, 2025, and August 1, 2025. The government has carefully reviewed all received objections with their rationale and met with objectors to explain the railway scheme and address their concerns. All objections that have not been withdrawn will be considered by the Executive Council.
