Hong Kong Department of Health: The Special Administrative Region Government will continue to promote healthcare system reform and advance work in three main directions in the future.

Fan Wanwen continued, as the grassroots medical system becomes more mature, the government will continue to promote reforms and move towards a new stage focusing on deepening system integration, holistic health, shared governance, and interdisciplinary collaboration. In the future, the government will advance work in three main directions.
On March 20, Dr. Fan Wan-wan, Acting Director of Health in Hong Kong, spoke at a meeting of the Legislative Council's Health Services Committee on the latest developments in primary healthcare. Since the release of the "Primary Healthcare Blueprint," the government has been steadily advancing the construction of the primary healthcare system in the direction of emphasis on prevention, community-based care, and family doctors as the core. They have established a Primary Healthcare Office and set up district health centers or health stations in all eighteen districts of Hong Kong, with a total of over 100 service locations. They are progressively establishing a network of primary healthcare services in the community, and have introduced various disease screening and health management programs to address the healthcare needs of citizens, including vulnerable populations. Dr. Fan continued to say that as the primary healthcare system matures, the government will continue to push reforms towards a new stage focused on deepening system integration, holistic health, shared governance, and interprofessional collaboration. They will proceed with work in three main directions. First, the introduction of a primary healthcare shared governance network to promote a person-centered service model. Services are currently focused on single diseases or specific groups, but through the shared governance network, various primary healthcare services will be integrated to provide citizens with comprehensive care experiences tailored to their health needs at different stages of life. Second, deepening interprofessional collaboration by strengthening the role of district health centers as hubs for primary healthcare resources, establishing more robust bi-directional referral mechanisms with specialized services, and setting guidelines to further solidify the primary healthcare gatekeeper role. Lastly, improving auxiliary and other support services in the community by promoting the community drug register and pharmacy plan, strengthening medication support, advancing the development of the "eHealth+" platform, optimizing the Elderly Health Care Voucher Scheme, and enhancing mental health support services to further improve primary healthcare facilities. Dr. Fan concluded by inviting feedback from legislators on their work in primary healthcare development.
