On Friday, chip concept stocks fell sharply before the market opened. ASML Holding NV ADR (ASML.US) fell by 5%, Taiwan Semiconductor Manufacturing Co., Ltd. Sponsored ADR (TSM.US) and AMD (AMD.US) fell by over 2%, Intel Corporation (INTC.US) fell by 2%, NVIDIA Corporation (NVDA.US) and Broadcom Inc. (AVGO.US) fell by nearly 2%. On the news front, it was reported that the U.S. government is considering implementing new global AI chip export control regulations, requiring companies to apply for a license from the Department of Commerce before exporting AI-specific chips. The new regulations will establish a tiered licensing system: shipments of 1,000 or fewer GPU units will only require a preliminary review; medium-sized shipments will require pre-approval; and shipments of over 200,000 units will require certification from the importing country's government, as well as meeting security and AI investment commitments to the U.S. The current control plan has not been finalized yet, but if implemented, it will pose a significant challenge to companies like NVIDIA Corporation and AMD in their AI business growth.
