Hong Kong Housing Authority Invites Bids for Final Batch of "Simplified Public Housing" Contract, Involving 855 Units in Ma On Shan

On February 27, the Hong Kong Housing Authority invited bids for the twelfth and final "Simple Public Housing" operation and management services contract, and encouraged capable and experienced organizations to actively participate. The project is located on Hang Kwong Street in Ma On Shan and provides approximately 855 "Simple Public Housing" units, expected to be completed in the fourth quarter of this year.
On February 27th, the Hong Kong Housing Department invited bids for the twelfth and final "Simplified Public Housing" operation and management services contract, and encouraged capable and experienced agencies to actively participate. The project is located on Hang Fung Street in Ma On Shan, providing approximately 855 "Simplified Public Housing" units, expected to be completed in the fourth quarter of this year. Similar to previous contracts awarded, the operation and management services of "Simplified Public Housing" mainly include resident affairs management, property management, daily maintenance and repair, as well as social services, and the management and operation of a range of facilities. In order to promote the participation of different stakeholders in society, the Hong Kong Housing Department welcomes capable and experienced service contractors to bid, including non-governmental organizations and institutions holding property management licenses, or a combination of both. To ensure service quality, the Hong Kong Housing Department will conduct a technical evaluation based on factors such as the bidding agency's management capabilities, relevant experience, past service performance, proposed operation and management models in the project proposal, provision of social services, feasibility of relocation plans, innovation and application of information technology, among others. The goal is to ensure that the facilities and services of "Simplified Public Housing" meet the needs of residents and the community, followed by a comprehensive evaluation of the bid price to select the most suitable agency to operate the "Simplified Public Housing". The Hong Kong Housing Department has already awarded eight "Simplified Public Housing" operation and management services contracts, covering projects in Yuen Long, Ngau Tau Kok, Tuen Mun, Kwun Tong, Chai Wan, and Kai Tak. They are currently reviewing the bids for the ninth and tenth operation and management services contracts, which involve the project in Tuen Mun Hin Po Road. Additionally, the operation and management services contract for the project in Tuen Mun Tsing Fat Street is currently open for bidding and will close on March 6th at noon. A spokesperson for the Hong Kong Housing Department stated that, under the leadership of the Housing Department, a total of six "Simplified Public Housing" projects with approximately 9,500 units have been completed. In addition, applications for the third phase of "Simplified Public Housing" were accepted starting on January 30th, including projects in Chai Wan, Kai Tak (Phase 2), Tuen Mun Hin Po Road, and Tuen Mun Tsing Fat Street, providing approximately 8,820 units, with gradual completion expected to begin in the second quarter of this year.
