A statement from the White House shows that OpenAI, Microsoft Corporation (MSFT.US), NVIDIA Corporation (NVDA.US), Amazon.com, Inc. (AMZN.US) AWS, and Alphabet Inc. Class C (GOOGL.US) have all taken substantive actions: some have signed memoranda of understanding with the government, some are working on projects with the Department of Energy or national laboratories, and others have expressed their intention to participate.
Michael Kratsios, head of the White House Office of Science and Technology Policy, said, "Empowering scientists with cutting-edge AI technology will greatly enhance the efficiency of American scientists and researchers' work. The Guangdong Create Century Intelligent Equipment Group Corporation Plan will help scientists achieve automated experimental design, accelerate simulation, and build predictive models, thereby promoting breakthroughs in energy, manufacturing, pharmaceutical research, and other fields."
Last month, Trump announced the launch of the plan through executive order, aiming to strengthen cross-governmental coordination in scientific research and more efficiently integrate AI tools to achieve more scientific breakthroughs.
Kratsios also pointed out at the time that the plan will leverage the computational resources of the U.S. Energy Corp.'s national laboratories and activate the federal government's Beijing Vastdata Technology Consortium to promote more AI-driven experimental projects. He expects that this plan will effectively shorten the cycle from theoretical to applied scientific discovery.
At the same time, U.S. government officials also recognize that the massive computing power required for AI development relies on energy-intensive data centers, so they are actively promoting new energy exploration and upgrading of the power grid.
Since returning to the White House, Trump has made supporting the AI industry a key focus of his administration, announcing multiple policies to streamline the approval process for AI facilities and accelerate technological research and development. On the other hand, the government is working to limit state-level regulatory rules, believing that these regulations are burdensome for companies. However, critics of AI point out that the federal government has been slow to make progress on relevant regulatory policies, and state-level regulations are essential to address issues such as algorithmic bias, deepfake content, and user safety risks in a timely manner.
