In the latest "2025 World Digital Competitiveness Ranking" released by the International Institute of Management Development, Hong Kong ranked fourth globally, rising three spots compared to last year. In the "2025 Ranking," Hong Kong continued to excel in the "technology" and "knowledge" categories, ranking third and fifth globally, respectively. Hong Kong's ranking in "readiness" significantly improved by five places to tenth. In sub-factors, Hong Kong ranked first globally in "technology infrastructure" and "adaptation attitude," and ranked in the top five globally in "talent" and "training and education."
On November 4, a spokesperson for the Hong Kong government stated that the "2025 Ranking" released by the International Institute of Management Development continues to recognize Hong Kong as one of the most digitally competitive economies globally. The central government supports Hong Kong's development to become an international innovation and technology hub. The Hong Kong Special Administrative Region government is committed to enhancing its innovation and technology development strategy, focusing on the three major innovation and technology parks and five major research and development institutions, actively promoting innovation and technology development, and fostering new productive forces.
Hong Kong enjoys the dual advantages of national and international opportunities, coupled with a vibrant entrepreneurial ecosystem, a free and fair open business environment, a simple low-tax regime, and solid policy support, which attract businesses, talents, and technologies from around the world to converge in Hong Kong, laying a solid foundation for further promoting innovation and technology cooperation and development.
The spokesperson for the Hong Kong government added that the Chief Executive of Hong Kong announced a series of measures in the 2025 Policy Address to implement the construction of an international innovation and technology hub. In terms of promoting research and development, the government is advancing the assembly of the two pilot assembly lines of the "Hong Kong Microelectronics Research Institute" and plans to complete the establishment of the Institute for Research on Life and Health and the Institute for Research on Artificial Intelligence within the next year. For accelerating the development of new industrialization, Hong Kong will expedite the construction of the third "InnoHK Hong Kong R&D Platform," lower the threshold for the "Advanced Manufacturing Program" application, and launch the "Innovation and Technology Industry Support Fund" in the 2026-27 financial year. The government will continue to promote the development of the artificial intelligence and data science industry, with the strategy of "strengthening infrastructure and promoting application-oriented" to achieve "industrialization of AI and AIization of industry."
In terms of infrastructure, the Cyberport Artificial Intelligence Supercomputing Center will upgrade its computing power within the year, in conjunction with the already launched 3 billion HKD "Artificial Intelligence Funding Program," to meet the significant demand for computing power in the local industry. The government is also publicly tendering approximately 10 hectares of land in the Northern District Shalung Data Park. In terms of applications, the Hong Kong government will continue to actively promote the business application of AI. In addition, the Hong Kong section of the Hebei-Hong Kong Science and Technology Innovation Cooperation Zone will commence operations within the year, and the concept outline for the development of the Xintian Technology City innovation and technology industry will be announced within the year. Looking ahead, the Hong Kong government will continue to promote close collaboration between government, industry, academia, research, and investment, consolidate and enhance Hong Kong's competitiveness in the global market, and help foster new productive forces.
