On July 14th, the State Post Bureau released and interpreted the "June 2025 China Express Development Index Report". The development index of China Express in June 2025 was 454.3, an increase of 4.7% year-on-year. In the first half of the year, the industry made steady progress in development, the market size remained high, service quality steadily improved, and the aviation network was greatly expanded. It is expected that in the second half of the year, the industry's development momentum will further release, industry synergy will deepen, service supply will become increasingly abundant, and the development trend will continue to be positive.
In the first half of the year, the industry supported the expansion of domestic demand strategy, driving the continuous release of online consumer demand, and the express delivery market size rapidly expanded. The revenue of express delivery business is expected to exceed 700 billion yuan, and the volume of express delivery business is expected to exceed 95 billion pieces, with year-on-year growth of approximately 8.5% and 19%, respectively. In the first half of the year, express delivery companies increased their investment, optimized the delivery time efficiency of the entire chain, improved delivery services in various scenarios, and promoted the transformation of the industry from "end supply of services" to "community life support". In the first half of the year, express delivery companies set up consolidation centers in western regions, and the revenue and volume of express delivery business in the central and western regions continued to grow rapidly. The western regions accelerated into the "free shipping area", and the volume of parcels delivered in Inner Mongolia, Tibet, Xinjiang, and other places increased significantly. In the first quarter, the cumulative volume of cross-regional express delivery business completed was 40.5 billion pieces, an increase of 23.5% year-on-year, which was 1.9 percentage points higher than the industry growth rate. In the second quarter, cross-regional business continued to increase, contributing to nearly 95% of the growth in express delivery business volume.
In the first half of the year, benefiting from the new leap in the network capabilities of the entire industry, accelerating the application of technological innovation, and enhancing the industry's development capabilities, the volume of express delivery business maintained rapid growth. Express delivery companies focused on increasing consolidation centers, setting up transit warehouses, opening high-speed rail express lines, expanding their aviation transportation networks, optimizing consolidation processes, and enhancing the network capabilities of delivery services. Express delivery terminals in many places upgraded automation equipment, significantly improved industry transit efficiency, expanded the scope of application of unmanned vehicles and unmanned postal stations, enriched the application scenarios of artificial intelligence, and made end delivery more efficient. Multiple new cargo planes, multiple cargo plane routes, and cross-border delivery networks accelerated improvement. Low-altitude scenarios are being applied more quickly, carrying out unmanned transportation in emergency situations, across islands, mountainous areas, and other scenarios, and efficiently promoting "air-ground collaboration."
Zhu Li, Deputy Director of the Industry and Economic Research Department of the Development Research Center of the State Post Bureau, stated that in the first half of the year, the industry vigorously promoted the construction of rural parcel logistics systems, continuously contributing industry strength to promote farmers' income growth and the comprehensive revitalization of rural areas. Various regions actively promoted the improvement of rural parcel logistics infrastructure, with the coverage rate of village-level parcel logistics comprehensive service stations in Xinjiang reaching nearly 90%. Various modes such as postal-express cooperation, express-express cooperation, and postal-express cooperation have entered the villages, and the integration of rural passenger and freight services is gradually deepening. The volume of deliveries in Inner Mongolia, Tibet, Xinjiang, and other places in the first half of the year has grown significantly faster than the national average. Express delivery companies have deepened cooperation with modern agricultural enterprises, upgraded the Shenzhen Agricultural Power Group service solution, and promoted the integration development model of "express delivery + rural characteristics." In the first half of the year, the volume of delivery of special agricultural products such as Hami melons and apricots in Xinjiang reached 55.18 million pieces, driving the total agricultural output value to 6.755 billion yuan.
Zhu Li pointed out that in the first half of the year, with the implementation of the revision of the "Interim Regulations on Express Deliveries," the industry has carried out deep green governance of express packaging, actively implemented the concept of green development, and many enterprises have formulated carbon reduction strategies, disclosed carbon reduction targets and paths, promoted the construction of a green development system across the network, and advanced green management throughout the entire lifecycle, exploring innovative paths for reducing costs, increasing efficiency, and transitioning to a low-carbon economy. By promoting the use of intelligent packaging recommendation algorithms, expanding the use of recyclable packaging, actively developing green transportation, and adopting incentive measures such as points in some areas, multiple aspects such as costs, experience, and carbon reduction have been achieved. In the second half of the year, the State Post Bureau will continue to deepen the implementation of regulations and policies, guide express delivery companies to actively innovate green and low-carbon development methods, focus on resource conservation and intensification, gradually increase the use of green energy, optimize delivery transportation methods, promote the green transformation of infrastructure, continuously enhance the endogenous power of green development, and enhance the momentum of green development in the industry.
