Starting from June 28, 2025, anti-dumping duties will continue to be imposed on imported aniline originating from the European Union, with a duration of 5 years.
On June 27, the Ministry of Commerce announced that in accordance with Article 50 of the Anti-Dumping Regulations, the Ministry of Commerce proposed to the Tariff Commission of the State Council to continue implementing anti-dumping measures based on the investigation results. The Tariff Commission of the State Council made a decision based on the proposal of the Ministry of Commerce, starting from June 28, 2025, to continue imposing anti-dumping duties on imported aniline originating from the European Union, with a duration of 5 years. The Ministry of Commerce Announcement No. 31 of 2025 announced the final review decision on the anti-dumping measures applicable to imported aniline originating from the European Union. On June 27, 2013, the Ministry of Commerce issued Announcement No. 44 of 2013, deciding to impose anti-dumping duties on imported aniline originating from the European Union, ranging from 19.6% to 36.9%, starting from June 28, 2013, for a duration of 5 years. On June 27, 2019, the Ministry of Commerce issued Announcement No. 28 of 2019, deciding to continue imposing anti-dumping duties on imported aniline originating from the European Union, with a duration of 5 years. According to Announcement No. 3 of 2021 by the Ministry of Commerce, after the end of the Brexit transition period on December 31, 2020, the trade remedies previously imposed on the EU continued to apply to both the EU and the UK, with no change in the duration of implementation. Trade remedy investigations and review cases initiated by the EU after this date no longer treated the UK as an EU member state. On June 27, 2024, in response to an application from the Chinese aniline industry, the Ministry of Commerce issued Announcement No. 25 of 2024, deciding to conduct a final review investigation on the anti-dumping measures applicable to imported aniline originating from the European Union starting from June 28, 2024. The application did not request a final review investigation on the anti-dumping measures applicable to imported aniline originating from the UK, therefore, the anti-dumping measures applicable to imported aniline originating from the UK expired on June 28, 2024. The Ministry of Commerce conducted an investigation on the possibility of continued or renewed dumping of imported aniline originating from the EU, as well as the possibility of continued or renewed damage to the Chinese aniline industry if the anti-dumping measures were terminated. The Ministry of Commerce made a review decision based on Article 48 of the Anti-Dumping Regulations and proposed to the Tariff Commission of the State Council to continue implementing the anti-dumping measures, which was approved by the Tariff Commission of the State Council. Starting from June 28, 2025, anti-dumping duties will continue to be imposed on imported aniline originating from the EU for a duration of 5 years. The product scope subject to anti-dumping measures remains the same as in the 2013 Announcement No. 44 by the Ministry of Commerce. The specifics are as follows: - Investigated product name: aniline - English name: Toluidine - Molecular formula: C7H9N - Physical and chemical characteristics: Aniline is usually a colorless or pale yellow oily liquid or colorless flaky crystals, slightly soluble in water, soluble in ethanol, diethyl ether, and dilute acids. Aniline has three isomers: o-toluidine, m-toluidine, and p-toluidine. - Main uses: Aniline is commonly used as an intermediate for dyes, pharmaceuticals, and pesticides, and can also be used for color developers and mineral refractive index impregnation solutions in analytical chemistry. According to the 2013 Announcement No. 44 and 2019 Announcement No. 28 by the Ministry of Commerce, the anti-dumping tax rates imposed on various EU companies are as follows: 1. LANXESS DeutschlandGmbH: 19.6% 2. Other EU companies: 36.9% Starting from June 28, 2025, importers are required to pay the corresponding anti-dumping duties to the Chinese customs when importing aniline originating from the EU. The anti-dumping duties are levied ad valorem based on the declared customs value of the imported goods, calculated by multiplying the customs value by the anti-dumping tax rate. Import value-added tax is levied ad valorem based on the customs value plus tariffs and anti-dumping duties. Administrative reconsideration and administrative litigation can be sought for those who do not agree with the final review decision, in accordance with Article 53 of the Anti-Dumping Regulations. This announcement shall take effect from June 28, 2025.
