Today, the Financial Secretary of Hong Kong delivered the third budget speech, proposing a series of practical and effective measures for the development of the economy and the integration of public finances in Hong Kong. In response to this, the Chief Executive of Hong Kong, John Lee Ka-chiu, stated that the budget speech presents practical measures to improve public finances by strictly controlling government expenditures, increasing revenue, steadily restoring fiscal balance, while also taking into consideration the actual situation in society and Hong Kong's competitiveness. Furthermore, by utilizing market forces, innovative and diverse development models will be used to promote infrastructure projects and finance related projects through the issuance of government bonds.
The budget speech proposes several measures that align with the direction of the Policy Address, including fostering new productive forces to strengthen the development of innovative technologies and artificial intelligence; accelerating the development of the Northern Metropolis and the River Trade Deep-Tech Innovation Cooperation Zone in Hong Kong Park, fully leveraging the strategic positioning of "three centers and one high ground", further cultivating and attracting talents, enhancing industrial advantages, and driving the acceleration of Hong Kong's economic development. In the face of a complex and rapidly changing external environment, John Lee Ka-chiu expressed confidence that Hong Kong will be able to seize opportunities, continue to leverage its unique advantages of being backed by the motherland under "one country, two systems" and connecting with the world, further promote internal connectivity and external communication, actively integrate into national development strategies, proactively align with national development strategies, promote faster economic development, and improve people's livelihoods.
