Guidelines for the Implementation of Digital Transformation of Manufacturing Enterprises
The digital transformation of manufacturing is the process of using digital technology to transform the entire process of research and development, production, and the industrial chain supply chain in the manufacturing industry, and reshape its value. It is the key path to the high-quality development of the manufacturing industry. Manufacturing enterprises are the main body of the digital transformation of manufacturing, providing guidance for enterprise digital transformation in order to implement the "Action Plan for the Digital Transformation of Manufacturing," to systematically improve the transformation level of enterprises, promote the deep integration of the real economy and the digital economy, and accelerate the development of new industrialization. These guidelines are formulated to this end.
I. Overall Requirements
Promoting the digital transformation of manufacturing enterprises is a systematic project that should take enterprise development as the starting point, aim to solve the pain points and difficulties of enterprises, focus on improving the total factor productivity, take scenario digitization as the starting point, comprehensively consider the maturity of technology, economic feasibility, and the sustainability of business models, accurately identify the priority areas and key directions of digital transformation, and deepen the application of the new generation of information technology, accelerate the transformation of industrial patterns and enterprise organizational forms, improve core competitiveness, and promote the formation of new productive forces.
Adhering to overall planning and step-by-step implementation, following the continuous improvement management method of "planning-implementation-evaluation-optimization," formulating enterprise digital transformation plans, clarifying transformation directions and goals, and promoting digital transformation step by step from small to large, from easy to difficult.
Adhering to a problem-oriented and systematic approach, focusing on common demand-side problems, identifying the entry points for transformation, constructing systematic digital transformation scenario maps by industry, clarifying the promotion path, improving the supply capacity of general tools and products, and forming the "solution" of enterprise overall transformation through the "and" of scenario transformation.
Adhering to demand-driven and implementing classified strategies, based on the development reality and personalized transformation needs of large, medium, and small enterprises, determining the key points and strategies of digital transformation for different types of enterprises, forming differentiated transformation implementation plans, guiding the collaborative transformation and integrated development of large, medium, and small enterprises.
Adhering to market-oriented and government-guided approaches, fully leveraging the market's decisive role in resource allocation, guiding digital factors to converge towards manufacturing enterprises, and ensuring the smooth circulation of supply and demand through the large-scale application. Enhancing the government's guiding role, strengthening policy support in standards, talent, and industry-finance, and forming a joint force to promote transformation.
II. Step-by-step Organizational Implementation
1. Formulate Transformation Plans
Evaluate and diagnose the maturity of digital integration management systems, digital transformation, intelligent manufacturing, and the digital level of small and medium-sized enterprises based on reference standards such as automation and information technology. Systematically comb through the enterprise's automation and information-based conditions, accurately understand the actual situation of the enterprise's digital development, identify the pain points of transformation needs and application scenarios, conduct input-output calculations and risk assessments, and clarify transformation goals and directions. Based on the system engineering (MBSE) methodology, prepare a planning proposal, systematically design the target vision, task framework, system architecture, technology roadmap, standard system, implementation tasks, input budget, and guarantee conditions for the digital transformation, establish phased subtasks and a list of implementation projects to provide clear direction and content for the subsequent organizational implementation.
2. Organize and Implement on the Ground
Strengthen organizational and conditional guarantees in enterprises, establish positions such as Chief Information Officer (CIO) and Chief Data Officer (CDO), form specialized teams for digital transformation, and continuously increase digital input. Encourage all employees to strengthen digital concepts, continuously improve internet thinking and big data thinking, promote product innovation based on data, and optimize product data services. Select external service providers as needed, strengthen the deep integration of software developers, automation integrators, and platform service providers, and create synergy in system implementation. Implement projects to a high standard, deeply involve in the outsourcing development process, strengthen process supervision, quality control, and intellectual property protection, promote better alignment and integration of digital projects with enterprise operations, make full use of new generation information technology to enhance lean management capabilities, improve operational efficiency, and continuously optimize the effectiveness of digital transformation implementation.
3. Conduct Effectiveness Evaluation
Based on business objectives and process optimization, enterprises should conduct transformation performance evaluations, focusing on indicators such as revenue growth rate, profit margin, R&D cycle, production and operation efficiency, inventory turnover rate, and customer satisfaction, summarize the achievement of transformation goals, and propose optimization and improvement directions. Conduct a digital capability evaluation, focus on indicators such as system usability, compliance with standards, and data quality levels, summarize existing problems and propose improvement measures. Effectiveness evaluations can be conducted through self-evaluation or third-party assessments, and enterprise participants in the evaluation should include enterprise leaders, department heads, and frontline technical workers."I will meet you tomorrow at the usual place."()
Based on the evaluation results of digitalization effectiveness, enterprises iterate solution versions to address the shortcomings and deficiencies in the transformation implementation, strengthen security protection, and optimize implementation effectiveness. Based on their own strategic positioning and business development direction, further develop the next stage of digital transformation goals and tasks, coordinate the digital transformation of scenarios and business digital upgrades, continuously strengthen the lean management level of the entire process, and achieve a spiral improvement of digital transformation.
