Hong Kong Announces "Outline of Development for the Hebei-Hong Kong Science and Technology Innovation Cooperation Zone Hong Kong Park"

On November 20th, the Hong Kong SAR government announced the "Hong Kong Park Development Outline of the Hezuo Deep Bay Hong Kong Science and Technology Innovation Cooperation Zone". The Hezuo cooperation zone is constructed on both sides of the Shenzhen River with the concept of "one river, two banks" and "one zone, two parks", including an 87-hectare Hong Kong Park and a 300-hectare Shenzhen Park. With the completion of the first phase of buildings in the Hong Kong Park scheduled to be completed by the end of this year, the park will officially enter into operation next year. The next step will focus on attracting investment and talent from top domestic and international enterprises. The Hong Kong SAR government will continue to work closely with the Shenzhen municipal government and relevant stakeholders to promote the development of the Hezuo Hong Kong Park in accordance with the development outline.
The Chief Executive of Hong Kong stated in this year's Policy Address that the Hong Kong government has established the "Supervisory Committee for the Hezuo Area Hong Kong-Shenzhen Innovation and Technology Park", led by the Chief Executive of Hong Kong, to formulate the overall strategy, plan, and layout for the development of the Hezuo Hong Kong Park. The development outline will be released within this year, proposing innovative policies to promote innovation in personnel, materials, funds, and data exchange between the Hong Kong and Shenzhen parks, establishing the Hezuo Deep Bay Hong Kong Science and Technology Innovation Cooperation Zone as an important source of new productive forces nurtured by the country.
In August last year, the country unveiled the "Shenzhen Park Development Plan of the Hezuo Deep Bay Hong Kong Science and Technology Innovation Cooperation Zone", which clearly defines the three major positioning of the Hezuo cooperation zone as (1) the leading area for Shenzhen-Hong Kong cooperation in science and technology innovation, (2) the international advanced technology innovation rule experimental zone, and (3) the convergence area for trial transformation in the Guangdong-Hong Kong-Macao Greater Bay Area.
Based on the above three positioning and the development vision and mission of the Hezuo Hong Kong Park, the development outline proposes to promote the development of the Hezuo Hong Kong Park in four major directions: "building a world-class platform for industry-academia-research integration", "constructing an internationally competitive industrial trial transformation base", "creating a global hub for innovation and technology resources", and "opening up a field for institutional and policy innovation experiments".
At the same time, the development outline sets clear development goals for the park, focusing on the present and using two five-year periods as important milestones for advancing the development of the Hezuo Hong Kong Park.
John Lee Ka-chiu, the Chief Executive of Hong Kong, stated that the Hezuo cooperation zone is one of the major cooperation platforms for Guangdong, Hong Kong, and Macao under the national "14th Five-Year Plan", consisting of the Hong Kong Park and the Shenzhen Park. In order to better implement the major strategic deployment of the national construction of the Hezuo cooperation zone, the Hong Kong SAR government has formulated the development outline, clarifying the key development direction, strategy, and goals of the Hezuo Hong Kong Park and guiding its high-quality development through top-level design.
John Lee Ka-chiu mentioned that the Hong Kong SAR government will promote the development of the Hezuo Hong Kong Park at full speed in accordance with the development strategy proposed in the development outline, leveraging the advantages of "one country, two systems" and the geographical location of "one river, two banks", and collaborating with Shenzhen to build the Hezuo cooperation zone into a world-class key platform for science and technology innovation and an important engine for high-quality development in the Guangdong-Hong Kong-Macao Greater Bay Area.
