The Ministry of Housing and Urban-Rural Development and the Ministry of Finance recently issued a joint notice in Beijing, deploying further efforts to carry out the renovation of urban villages. The notice requires that the policy support for urban village renovation, originally limited to 35 super-large and extra-large cities and cities with a permanent population of over 3 million, be further expanded to nearly 300 prefecture-level and above cities.
The notice specifies that projects with balanced funds in prefecture-level cities and mature expropriation compensation schemes can all be included in the policy support range. According to the requirements of the notice, urban village renovation projects in these cities that meet the conditions can receive policy support: included in the scope of support for local government special bonds, development-oriented and policy-oriented financial institutions providing special loans for urban village renovation, application of relevant tax and fee preferential policies, encouragement of commercial banks to provide renovation loans for urban villages in accordance with market-oriented and rule of law principles, to ensure the smooth progress of the projects.
In terms of promoting the monetization resettlement of urban village renovation, the notice emphasizes that localities should consider the situation of the local real estate market, overall planning the inventory and increment of commercial housing, and steadily promote the monetization resettlement of urban village renovation based on reality, with reference to the renovation of old and dilapidated houses in urban areas.
Urban village renovation is an important aspect of urban renewal. The notice requires that localities implement support policies in finance and taxation, land, finance, and other areas for urban village renovation, strictly implement the principle of "one project, two schemes," meaning that each project must formulate comprehensive expropriation compensation schemes, balanced funding plans, etc., in order to avoid the risk of additional local government debt, ensure the smooth progress of expropriation work, effectively protect the legitimate rights and interests of the people, and promote the prompt implementation of various support policies. This will fully unleash the huge potential of China's new urbanization and create new economic growth points. (End)
