On November 13, the National Development and Reform Commission and five other departments issued opinions on deepening the integration of production and education in the domestic service industry. The opinions encourage cooperation between schools and enterprises in the fields of intelligent manufacturing and domestic services, strengthen research and development of intelligent home products and services, such as Siasun Robot & Automation, and deepen the application of artificial intelligence technology in the domestic service industry. They promote the intelligent education and training of domestic services to cultivate new talents in the field. Original Text: Opinions of the National Development and Reform Commission and Other Departments on Deepening the Integration of Production and Education in Domestic Service Industry No. 1521 [2024] of the Development and Reform Commission All provinces, autonomous regions, municipalities directly under the central government, Xinjiang Production and Construction Corps Development and Reform Commission, Ministry of Education (Education Bureau), Department of Finance (Bureau), Department of Human Resources and Social Security (Bureau), and Business Administration: Improving the quality of domestic services is an urgent task to promote the high-quality development of the domestic service industry. Deepening the integration of production and education in the domestic service industry is conducive to promoting the connection of the domestic education chain, talent chain, industry chain, and innovation chain, and is an effective way to optimize the quality and structure of human resources supply in domestic services and improve the quality of domestic services. In order to deepen the integration of production and education in the domestic service industry, promote the high-quality development of the industry, the following opinions are formulated. I. Strengthen the education and training of domestic service talents (1) Develop educational institutions with relevant majors in domestic service. General universities and vocational schools should actively adapt to the needs of national and regional economic and social development, establish market-demanding majors in domestic services, rationalize enrollment scales, increase levels of education, and build a hierarchical and orderly talent training system. General universities and vocational schools should promote the sharing of curriculum resources and explore the mutual recognition of credits. Encourage vocational colleges with majors related to domestic services to expand enrollment scales for majors related to domestic services in secondary vocational schools. In principle, each province should establish at least one high-level modern domestic service professional group in vocational education, and the nation should establish at least two national-level high-level modern domestic service professional groups. Encourage local governments to allocate domestic service related majors for enrollment plans with preference. (2) Improve the professional teaching of domestic service. Utilize the training base for domestic service professional teachers, enhance the intensity of professional teacher training, and expand the size of the domestic service professional teacher team. Revise and improve the classification and evaluation criteria for "dual-teacher" teachers in domestic service, recruit a certain number of domestic practitioners holding certificates of senior professional skills or higher, and encourage schools and domestic enterprises to hire teachers according to regulations. Encourage the introduction of new methods, new technologies, new processes, and new standards from domestic enterprises into educational practices. Establish a regular training mechanism for "dual-teacher" teachers of domestic service, and clarify the time requirements for teachers to participate in practical training in enterprises. Strengthen the construction of quality curriculum and high-quality teaching materials, promote the "four-in-one" model of competition, certification, education, and training, and the cultivation and training combined model of domestic service talent, and build a diversified practical teaching system. (3) Promote the development of continuing education in domestic services. Support various types of higher education institutions to develop continuing education in majors related to domestic services, promote the integration of non-degree education with degree education, advance the mutual recognition of non-degree achievements such as vocational skills level certification with academic credit education, increase the proportion of skill-related course credits, and pilot a fully credit-based talent training model. Systematically promote majors related to domestic services into the list of majors available for national higher education self-study examinations. Strengthen the mechanism for funding high-level continuing education in higher education institutions, where the cost of training is reasonably divided between the organizers and learners, and encourage qualified domestic workers to receive continuing education. (4) Strengthen general education in domestic services. Encourage the popularization of knowledge and practical skills in household labor in compulsory education and ordinary high schools, provide appropriate life labor education according to the age characteristics of students, and support schools to hire domestic service professional teachers part-time to teach. Encourage vocational school training bases to open to ordinary middle schools, support schools to collaborate with domestic enterprises to establish a batch of domestic service experiential education bases. Encourage senior universities to offer courses on life interests and hobbies, teaching family communication skills and health knowledge. II. Enhance the skills improvement of domestic service practitioners (5) Improve the training system of domestic service enterprises. Guide domestic service enterprises to establish a comprehensive training system for all staff throughout the chain, including pre-job, on-the-job, and job transition training. Pre-job training should specify the minimum training duration based on the type of service project, ensuring that employees are ready for work after passing training. On-the-job training should implement the requirement of at least one "retraining" every two years. Encourage domestic service enterprises to smooth personnel horizontal mobility and vertical career development channels through job transition training, training for professional managers, etc. Support staff-controlled domestic service enterprises and leading domestic enterprises to establish training systems and facilities that meet their development needs. Encourage small and medium-sized domestic service enterprises to purchase training services from vocational schools, higher education institutions, and training institutions. (6) Improve the system of skills enhancement. Refine the professional classification system of the domestic service industry, promote the revision of national occupational standards for domestic service-related occupations (work types), and strengthen the implementation and application of domestic service standards. Continuously promote the construction of demonstration bases for domestic (household) service vocational training. Guide vocational schools offering majors related to domestic services, non-governmental vocational training schools, and other institutions to provide training for domestic service practitioners. Strengthen the cultivation of professional ethics, increase the proportion of professional ethics content in textbook development and curriculum design. Continuously carry out skill upgrade actions for domestic service workers. Encourage more domestic service enterprises to organize domestic service workers to undergo real-name authentication and participate in online training on the "domestic service credit check" platform, displaying training information to consumers. Deepen the training through competitions, support the organization of various levels and types of domestic service vocational skills competitions, and encourage the inclusion of domestic service competition projects in comprehensive vocational skills competitions. (7) Strengthen the branding of domestic service training. Implement the "Women's Domestic Service" project to improve skills and expand capacity, training over 200,000 domestic service practitioners annually. Implement the trade union's domestic service training campaign, conducting annual training.Training 100,000 domestic service workers. Implementing the "National Household Service" training action, training 300,000 domestic service workers, 30,000 domestic service training instructors, and 10,000 domestic service professionals each year. Supporting and encouraging local areas to create high-quality domestic service training projects according to the principle of "one location, one product".3. Improve the integration of household services and education and industry (8) Cultivate integrated household services enterprises. Guide localities to establish and improve standards for the identification of integrated household services enterprises, vigorously cultivate integrated household services enterprises in the household services sector. Support eligible household service enterprises to be classified as national or provincial integrated household services enterprises. Localities should strictly implement relevant tax incentives policies as stipulated, further refine the combination of "finance + fiscal + land + credit" incentive measures, and support the development of integrated household services enterprises. (9) Support the construction of household services training bases. Encourage the joint construction and sharing of household services training bases through methods such as attracting enterprises to schools, schools entering enterprises, and integrating schools and enterprises, explore various cooperation models such as "consortiums" and "multiple bases." Support training bases to add household-related scenarios, functions, and modules. Support household service enterprises' participation in the operation of integrated production and education training bases established by colleges and universities and public training bases established by the government. For qualified integrated household services training bases and public training bases, active support will be provided through central budget investments. (10) Build new integrated household services carriers. Support leading enterprises in the household supply chain and industrial chain, household service industry leaders, high-level colleges and vocational schools to lead, collaborate with relevant industry organizations, schools, institutions, enterprises, etc., to jointly establish an integrated community of household services industry production and education. Align with major regional strategies such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macau Greater Bay Area, and leverage government coordination, industry aggregation, enterprise guidance, and school main roles, based on household service industry parks, to create a group of integrated urban household service industry and education institutions that combine talent development, innovation and entrepreneurship, and promote high-quality industry development. 4. Empower household service enterprises for high-quality development (11) Promote talent training that matches market demand. Support household service enterprises to deeply participate in the professional planning, textbook development, curriculum design, course setup, internship training, etc., of colleges and vocational schools, integrating enterprise needs into talent development. Innovate point-to-point, order-based school-enterprise cooperation talent training models. Encourage household service enterprises to set a certain percentage of apprentice positions for vocational school students. Encourage household service enterprises to establish industrial colleges, enterprise workshops, innovation bases, and practice bases based on or in conjunction with vocational schools and colleges. Support vocational schools and colleges to actively serve the talent needs of the household service industry and adjust professional settings in a timely manner. (12) Promote industry upgrading and integrated development. Encourage collaboration between intelligent manufacturing, household services, and other fields, strengthen the research and development and technological upgrading of products such as smart homes, household service Siasun Robot&Automation, deepen the application of artificial intelligence technology in the household service industry. Carry out household service intelligence education and training to cultivate new household service talent. Promote digital training methods for household services and encourage local governments, industry associations, etc., to develop unified online training standards interfaces, promote data interconnection and sharing of training resources. Support leading enterprises with operational and digital capabilities in household services to build a platform for community service integration. Encourage regions to attract large enterprises in related fields such as elderly care, childcare, property management, hotels, etc., to enter the household service industry for cross-border operations. (13) Deepen supply-demand matching to promote high-quality and sufficient employment. Support integrated household service enterprises, household service industry leaders, employee-owned household service enterprises, etc., to establish a stable connection mechanism with higher education institutions and vocational schools that offer household-related majors, actively recruit college graduates into the household service industry. Encourage all regions to strengthen vocational guidance for rural labor, relocated poverty alleviation migrants, and registered unemployed individuals, provide various forms of employment recommendations. Encourage groups like retired military personnel to engage in household service industry innovation and entrepreneurship, strive to achieve entrepreneurship to drive more high-quality employment opportunities. 5. Organize and implement (14) Strengthen work guarantees. Localities should promote the integration of household service industry advancement coordination mechanisms as an important agenda, assign responsibilities, detail measures, and ensure the implementation of various tasks. It is necessary to coordinate various policies and funds, actively support in providing low-cost training venues, expanding the supply of affordable rental housing (beds), strengthening financial support, and safeguarding the rights and interests of household service workers. (15) Build a multi-party force. Give full play to the role of industry associations, participate in the formulation and promotion of household service standards, assist in evaluating the effectiveness of integrated production and education, and promptly release industry information. Encourage governments at all levels, social organizations, etc., to mobilize the enthusiasm of all parties through project commissioning, establish a talent supply chain that integrates education, training, evaluation, and employment. (16) Create a favorable environment. Actively promote and publicize the advanced deeds of household service personnel, commend outstanding individuals, enhance professional pride and social recognition. Strengthen education on outlook on life, labor, and occupation, guide the entire society to firmly establish correct views on employment, enhance the correct understanding of the household service industry, create a good public opinion atmosphere of "respect for all professions, labor respected," and a inclusive social environment.
