On September 11, the Integrated Department of the National Energy Administration and the Office of the Ministry of Ecology and Environment issued a notice on the connection of renewable energy green power certificates with the voluntary emission reduction market. The notice mentioned the establishment of a two-year transition period. During the transition period, enterprises related to the Deep Sea Offshore Wind Power and Concentrated Solar Power projects, which are subject to the "Greenhouse Gas Emission Reduction Project Methodology for Grid-connected Offshore Wind Power" and "Greenhouse Gas Emission Reduction Project Methodology for Grid-connected Concentrated Solar Power", can choose to issue trading green certificates or apply for China Certified Carbon Emission Reductions (CCER) voluntarily. Photovoltaic and other wind power projects are temporarily not included in the voluntary emission reduction market. I. Establish a two-year transition period. During the transition period, enterprises related to the Deep Sea Offshore Wind Power and Concentrated Solar Power projects subject to the "Greenhouse Gas Emission Reduction Project Methodology for Grid-connected Offshore Wind Power" and "Greenhouse Gas Emission Reduction Project Methodology for Grid-connected Concentrated Solar Power" (hereinafter referred to as Deep Sea Offshore Wind Power and Concentrated Solar Power projects) can choose to issue trading green certificates independently or apply for China Certified Carbon Emission Reductions (CCER); photovoltaic and other wind power projects are temporarily not included in the voluntary emission reduction market. After the transition period, based on the operation of the comprehensive green certificate and voluntary emission reduction market, the connection requirements for the Deep Sea Offshore Wind Power and Concentrated Solar Power projects will be adjusted in a timely manner. II. Avoiding double benefits of renewable energy generation projects from green certificates and CCER. For the Deep Sea Offshore Wind Power and Concentrated Solar Power projects that are planning to participate in green certificate trading, the corresponding electricity amount cannot apply for CCER; for those planning to apply for CCER, after completing the approval and registration of the voluntary emission reduction project, the National Energy Administration Qualification Center will "freeze" the untraded green certificate for the included period; after completing verification and registration of emission reductions, the National Energy Administration Qualification Center will cancel the untraded green certificates corresponding to the emission reductions and make the information public to society. Relevant departments should effectively safeguard and protect the rights of renewable energy generation enterprises to choose independently. III. Establish an information sharing mechanism. The National Energy Administration and the Ministry of Ecology and Environment will establish an information sharing mechanism through the National Green Certificate issuance and trading system and the CCER registration and registration platform to timely share information related to the issuance and trading of green certificates and CCER applications for Deep Sea Offshore Wind Power and Concentrated Solar Power projects. IV. Strengthen trading supervision. The National Energy Administration and the Ministry of Ecology and Environment will organize and guide relevant parties to use big data, blockchain, and other technical means to strengthen the construction of the National Green Certificate issuance and trading system and the CCER registration and registration platform to ensure the authenticity of data from the source. Relevant parties should regularly verify and check data to prevent renewable energy generation projects from benefiting from green certificates and CCER repeatedly. V. This notice shall take effect from October 1, 2024, and be valid for 2 years.
