Ministry of Finance: The national issuance and sales of lottery tickets amount to 5796.96 billion yuan in 2023.

On August 27, the Ministry of Finance announced that in 2023, the national lottery sales amounted to 5796.96 billion yuan. By institution, welfare lottery institutions issued 1944.41 billion yuan in lottery sales, and sports lottery institutions issued 3852.55 billion yuan in lottery sales. By type, sales of digital lotto lottery amounted to 1768.03 billion yuan, sports betting lottery 2464.76 billion yuan, instant lottery 1190.21 billion yuan, Keno lottery 373.94 billion yuan, accounting for 30.5%, 42.5%, 20.5%, 6.5% of the total lottery sales respectively; video lottery sales were 0.0153 billion yuan.
According to the current lottery management regulations, the lottery public welfare fund comes from lottery sales revenue and unclaimed prize money. In 2023, a total of 1513.64 billion yuan was raised for the lottery public welfare fund.
In 2023, the central government collected a total of 812.15 billion yuan in lottery public welfare fund, with 754.05 billion yuan collected in that year. From that, 535.21 billion yuan was allocated for various social welfare projects, including national social security fund, special public welfare fund, Ministry of Civil Affairs, and General Administration of Sport. The remaining balance was 226.22 billion yuan.
Specifically, the central special lottery public welfare fund of 172.61 billion yuan in 2023 was allocated as follows:
- 1.48 billion yuan for rural school youth palace projects
- 1.9 billion yuan for extracurricular research and study activities for primary and middle school students
- 1 billion yuan for university student innovation and entrepreneurship education projects
- 0.92 billion yuan for employment assistance for low-income families of college graduates
Overall, the lottery public welfare fund was utilized for various social programs and development projects in 2023.Organized and implemented by the Ministry of Education, this program is mainly used to support low-income families' college graduates in improving their employment capabilities through training.(Five) 0.31 billion yuan for preschool Mandarin education program. The project is organized by the Ministry of Education, mainly used to support the training of national common language and literacy skills for rural kindergarten teachers in ethnic regions such as Inner Mongolia, Sichuan, Yunnan, Tibet, Gansu, Qinghai, and Xinjiang.
(Six) 10 billion yuan for education assistance program. The project is organized by the Ministry of Education, mainly used to assist economically disadvantaged new students in central and western ordinary colleges and universities, providing one-time subsidies for their transportation and short-term living expenses from their hometown to the admitted college; supporting economically disadvantaged teachers, supporting teachers in music, physical education, and fine arts to conduct teaching activities in rural schools with weak teaching resources, as well as conducting special teacher training; supporting schools facing sudden disasters, emergencies, or special difficulties during the education development.
(Seven) 11 billion yuan for the improvement of basic elderly care services in homes and communities. The project is organized by the Ministry of Civil Affairs, mainly used to build home care beds for economically disadvantaged and partially disabled elderly people who meet the criteria, and provide home care services.
(Eight) 5 billion yuan for cultural public welfare projects. The project is organized by the National Art Fund Management Center, mainly used to support artistic creation, production, dissemination, promotion, talent training, and other projects.
(Nine) 2.58 billion yuan for intervention and assistance for birth defects. The project is organized by the National Health Commission, mainly used for birth defect detection, assistance, prevention, and health education.
(Ten) 0.64 billion yuan for the improvement of diagnostic and treatment capabilities for rare diseases. The project is organized by the National Health Commission, mainly used for multidisciplinary diagnosis and treatment of rare diseases, genetic testing for rare diseases, and training for diagnostic and treatment capabilities of rare diseases.
