Civil Aviation Administration: The international aviation hub system will be basically in place by 2025.
The Civil Aviation Administration of China issued "Guiding Opinions on Promoting the Construction of International Aviation Hubs".
On August 23rd, the Civil Aviation Administration of China released the "Guiding Opinions on Promoting the Construction of International Aviation Hubs". The "Guiding Opinions" set clear development goals for the construction of international aviation hubs: by 2025, the functional system of international aviation hubs will be basically formed; by 2035, the functional system of international aviation hubs will be fully established; by 2050, a number of world-class aviation companies and aviation hubs will be built, and the functional system of international aviation hubs will be further improved, supporting China in becoming a first-class aviation powerhouse with strong competitiveness and satisfying the people.

"Guiding Opinions on Promoting the Construction of International Aviation Hubs" Released
Recently, the Civil Aviation Administration, in conjunction with the National Development and Reform Commission, released the "Guiding Opinions on Promoting the Construction of International Aviation Hubs" (hereinafter referred to as the "Guiding Opinions"), aiming to address the issues of superficial strategic planning, weak competitiveness, low operational efficiency, and insufficient international transport service capacity of China's international aviation hubs. High-level construction of international aviation hubs, enhancing the international competitiveness of civil aviation, better playing the important strategic role of civil aviation in the country, providing strong support for better promoting the implementation of major national strategies, serving high-level opening up to the outside world, meeting the people's demand for high-quality air travel, and accelerating the writing of a new chapter in the construction of a strong civil aviation country.
International aviation hubs are the core nodes of the aviation transportation service system and an important component of the modern comprehensive transportation system. The "Guiding Opinions" put forward the proposal to firmly grasp the strategic positioning of specific regions, strengthen the construction of the functional system of international aviation hubs, create 2 to 3 world-class super carriers, accelerate the construction of the "3+7+N" functional system of international aviation hubs, namely, strengthen Beijing, Shanghai, Guangzhou and other international aviation hubs' comprehensive and composite functions, enhance the level of Chengdu, Shenzhen, Chongqing, Kunming, Xi'an, Urumqi, and Harbin as international aviation hub gateway composite functions, enhance the functions of several regional aviation hubs, and steadily promote the construction of professional and comprehensive aviation cargo hubs.

Around the key tasks of functional positioning, planning and construction, collaborative operations, and transport services, the "Guiding Opinions" put forward a number of work measures. In terms of functional positioning, strengthen the comprehensive and composite functions of international aviation hubs, enhance the composite functions of international aviation hub gateway locations, strengthen the international functions of regional aviation hubs facing specific areas, and steadily promote the construction of professional and comprehensive aviation cargo hubs; in terms of planning and construction, effectively strengthen hub strategic planning, scientifically carry out airport's overall planning, systematically plan aviation hub facilities layout, and coordinate the construction of major hub projects; in terms of collaborative operations, enhance the level of multi-party collaborative operations of hubs, strengthen the construction of a comprehensive transportation system; in terms of transport services, focus on the configuration of hub operation personnel and resources, implement hub-oriented route opening and route allocation, improve the efficiency of flight slot allocation, and strengthen the support of the hub development policy environment.
The person in charge of the Civil Aviation Administration's Development Planning Department stated that in the next step, they will deeply study and implement the spirit of the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China, continue to strengthen overall coordination, enhance resource guarantees, and conduct monitoring and evaluation to provide strong support for accelerating the implementation and realization of all tasks in the "Guiding Opinions".
